An apology for absence was submitted on behalf of Councillor Harker.

 

76.

Open Forum

In accordance with Paragraphs 6.24 and 6.25 of the Area Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Area Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

 

Minutes:

The agenda made reference to the provision contained in the Area Committee Procedure rules for an Open Forum Session at each ordinary meeting of an Area Committee, for members of the public to ask questions or to make representations on matters within the terms of reference of the Area Committee.  On this occasion, no matters were raised under this item by those members of the public who were in attendance.

To receive and consider the attached report of the Chief Democratic Services Officer.

Minutes:

The Chief Democratic Service Officer submitted a report which proposed dates and times for meetings of the North East Inner Area committee during the 2008/09 Municipal Year.

 

Members discussed venues to be used for Area Committee meetings.  It was reported that venues would have to be accessible for the public as it was planned to hold themed meetings which would include public involvement sessions.  It was suggested that 2 meetings be held in each North East Inner Ward at a suitable venue.

 

RESOLVED – That meetings of the North East Inner Area Committee be held on the following dates during the 2008/09 Municipal Year:

The report of the Teenage Pregnancy Co-ordinator and Leeds Primary Care Trust provided a summary of activity undertaken in Inner North East Leeds which contributed to the delivery of the Leeds Teenage Pregnancy and Parenthood Strategy.

 

The Chair welcomed Kiera Swift and Jenny Midwinter of Education Leeds to the meeting.

 

It was reported that teenage conception rates in Leeds were poor and latest figures had shown a slight increase in the number of teenage pregnancies.  Government targets had required a 55 percent decrease of teenage pregnancies in Leeds by 2010.  In the North East Inner Wards, it was reported that there were no concerns in Roundhay or Moortown.  Chapel Allerton was included in the second wave of priority areas that would be targeted.

 

In response to Members questions and comments, the following issues were discussed:

 

  • Sexual health education and a lack of consistency in how this is delivered across the City.
  • Use of alcohol and drink related pregnancies.
  • The C Card scheme and access to free contraception.
  • Review of Citywide strategies and involvement of all concerned organisations.
  • The role of the Youth Service.
  • Teenage pregnancy by ethnicity.
  • Links to deprivation and low educational attainment.

Minutes:

The North East Area Manager submitted a report which informed Members of the development of the Area Delivery Plan for 2008-11.

 

It was reported that there would be important changes to the Area Delivery Plan (ADP), following the development of the Leeds Strategic Plan (LSP).  The LSP brought together a range of partnership plans including the Local Area Agreement and made the ADP more wide ranging.  The ADP  would contribute locally as well as across the city.

 

Members attention was brought to the themes and priorities highlighted in the summary of the Area Delivery Plan which had been developed following consultation with the Area Committee and other partners.  It was reported that Community Engagement was also an important emerging function for Area Committees and that future meetings would be carried out on a themed basis with public involvement sessions.

 

Members discussed the following issues in relation to the Area Delivery Plan:

 

  • Police Forums – concern was expressed that these no longer existed and how they could be replaced.
  • Super Output Areas in North East Inner Leeds and how to ensure the Narrowing the Gap Agenda was addressed.
  • Enterprise and employment.

 

RESOLVED –

That the outline spending framework for Safer Stronger Communities Fund 2008 be approved subject to further consultation with the East (Inner) Area Committee and the IMPaCT partnership.

Minutes:

The IMPaCT Neighbourhood Manager submitted a report which set out the draft Neighbourhood Improvement Plan for the IMPaCT  Intensive Neighbourhood Management Area for 2008/09.  It explained the context for the plan including information on the results of the Leeds City Council Annual Survey and the Indices of Deorivation for 2007.  A review of the first action plan was also detailed.

 

It was reported that consultation had commenced with Ward Members and further consultation would be held with Members form the East Inner Area and IMPaCT.

 

Members were asked to comment on the Draft Neighbourhood Improvement Plan and approve the outline spending framework for Safer, Stronger, Communities Fund 2008/09 as detailed in the report.

 

Members discussed the following issues:

 

  • Sustainability of the plan
  • Worklessness
  • Health inequalities

 

RESOLVED - That the outline spending framework for Safer Stronger Communities Fund 2008 be approved subject to further consultation with the East (Inner) Area Committee and the IMPaCT partnership.

The North East Area Manager submitted a report which detailed projects commissioned since the last meeting of the Area Committee and also the recommendations of the Well-Being Fund Working Group on new project applications received.  The Committee was asked to note the projects commissioned and consider any new bids received.
