Election of the Chair

To seek nominations for the election for the position of Chair.

Minutes:

RESOLVED – That Councillor Andrew Hutchison be elected as Chair for the duration of the meeting.

2.

Appeals Against Refusal of Inspection of Documents

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded)

 

(*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance and Scrutiny Support at least 24 hours before the meeting)

3.

Exempt Information - Possible Exclusion of the Press and Public

 

1)  To highlight reports or appendices which:

 

a)  officers have identified as containing exempt information, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

b)  To consider whether or not to accept the officers recommendation in respect of the above information.

 

c)  If so, to formally pass the following resolution:-

 

  RESOLVED – That the press and public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information

 

2)  To note that under the Licensing Procedure rules, the press and the public will be excluded from that part of the hearing where Members will deliberate on each application as it is in the public interest to allow the Members to have a full and frank debate on the matter before them.

Certification of Films – Japanese Tour Films The Pyramid Theatre, Leeds University Union pdf icon PDF 219 KB

The report of the Chief Officer Elections and Regulatory advises Licensing Sub Committee Members of an application for the certification of three films to be screened as part of the series; Japanese Tour Films. All screenings are scheduled to take place between the 13th February 2022 and the 27th March 2022.

The report of the Chief Officer, Elections and Regulatory advised the Licensing Sub Committee of an application for the certification of three films to be screened as part of a series; Japanese Tour Films. All screenings are due to take place between the13th February 2022 and 27th March 2022 at the Pyramid Theatre, Leeds University Union.

 

An advance screener for the film, ‘The Lone Ume Tree’ had been provided for Members of the Licensing Sub Committee to view with a request for a category PG rating. Advance screeners for the remaining films, ‘Iwane: Sword of Serenity’ and ‘Ora, Ora Be Goin Alone’ which required certification were unavailable and as a result, the applicant had requested that category 18 ratings be applied subject to the disclaimer set out at 3.4 of the submitted report.

 

A copy of the current BBFC Classification Guidelines was attached at Appendix A for Member’s consideration.

 

A copy of the application for all three films, including the synopsis, recommended rating and the declaration where applicable was appended to the report at Appendix B.

 

Members were advised that officers of the Licensing Authority had viewed the available film and provided comments at 3.6 of the submitted report to assist Members with their deliberations.

 

RESOLVED – To grant as applied for.

7.

Certification of Films – TAPE Collective: Call Me by My Name The Pyramid Theatre, Leeds University Union pdf icon PDF 82 KB

The report of the Chief Officer Elections and Regulatory advises Licensing Sub Committee Members of an application for the certification of a number of short films to be screened as part of a programme presented by TAPE Collective at Leeds University Union. All screenings are scheduled to take place on Sunday, 20th February 2022.

The Chief Officer, Elections and Regulatory submitted a report which advised Members of an application for the certification of a number of short films to be screened as part of a programme presented by TAPE Collective at the Pyramid Theatre, Leeds University Union. All screenings are due to take place on Sunday 20th February 2022.

 

The applicant had provided advance screeners for Members to view the short films and suggested a category 12 rating for each of the 7 films requesting a certification.

 

Attached at Appendix A of the submitted report was a copy of the current BBFC Classification Guidelines for Members consideration.

 

A copy of the request which included a synopsis along with the applicant’s rating for each short films was appended to the report at Appendix B.

 

To assist members deliberations officers of the Licensing Authority had viewed each available film and provided comments in accordance with the BBFC guidelines. The comments were available at Appendix C.

 

RESOLVED -  To grant as applied for.
