Certification of Films – UK Jewish Film Festival 2024 To receive and consider the attached report of the Chief Officer, Elections and Regulatory.
Additional documents: Minutes: The report of the Chief Officer, Elections and Regulatory presented an application for the certification of films to be shown as part of the UK Jewish Film Festival at Hyde Park Picture House and Cottage Road Cinema between the 24th November and 6th December 2024.
Members had opportunity to view the films prior to the meeting and a synopsis of the films with details of officer recommendations for classification were outlined in the report.
RESOLVED – That the following classifications be granted:

Minutes: The report of the Chief Officer, Elections and Regulatory presented an application for the variation of a Premises Licence held by Flying Tandoori, 250 Easterly Road, Leeds, LS8 3ES.
The following were in attendance for this item:
· Arshad Mehmood – Applicant · Councillor Asgar Ali – Ward Councillor · Councillor Salma Arif – Ward Councillor · Gary Mann – Environmental Protection
The application was to extend the opening hours each day of the week and late night refreshment on Friday and Saturday evenings only. The applicant also proposed to open the premises every day from 12:00. Current opening times were 17:00 to 23:30 every day.
The proposed hours for late night refreshment would be:
Friday & Saturday 23:00 to 00:30 Sunday to Thursday 23:00 to 23:30
The application had received representations from the Environmental Protection Team and also from another person.
The applicant addressed the Sub-Committee. The following was highlighted:
· The business had operated from this site for 30 years and the applicant had owned the business for the past 10 years. There had not been any problems or issues regarding the operation of the business in this time. · The applicant was only requesting one extra hour on a Friday and Saturday from 23:30 until 00:30. This was not too late for this kind of business. There was a 24/7 McDonalds operating across the road from the premises. · There had only been two objections which related to noise and littering. · With regards to noise, the applicant had engaged a noise consultant and assessments had been carried out in June and last week. It was recommended that a silencer be fitted to the extraction system to reduce noise and the applicant would be implementing this as soon as possible. · There were no problems with litter as the premises provided a take away and delivery service. There were no indoor or outdoor seating areas. There were litter bins inside and outside the premises and the applicant also operated a litter cleaning rota to keep the outside of the premises tidy. · The applicant requested that the extra two hours per week be granted to help the small business.
Local Ward Councillors addressed the Sub-Committee on behalf of the applicant. The following was highlighted:
· The premises were situated in a parade of shops which had never had any problems with people congregating and Ward Councillors had never received any casework due to problems with anti-social behaviour in the area. · There were no problems with noise or litter associated with the large McDonalds that was situated across the road. · This was a family run business which provided a valuable contribution to the area and local community. The request for additional hours was not unreasonable. · There were no current concerns with regards to the operation of the premises and the applicant was a responsible operator.. · The applicant only wanted one more hour two nights per week when there was a 24/7 McDonald’s across the road. · The applicant had made assurances that measures would be taken to reduce any noise from ... view the full minutes text for item 7. |

Minutes: The report of the Chief Officer, Elections and Regulatory presented an application for the grant of a Premises licence at Meanwood Convenience Store, 54 Green Road, Meanwood, Leeds, LS6 4JP.
The following were in attendance for this item:

The application was for:
Sale by retail of Alcohol (for consumption off the premises only)
06:00 to 23:00 everyday
Representations had been received from 11 Members of the public. A representation from West Yorkshire Police had been withdrawn following agreement of additional conditions to promote the crime prevention objective.
The applicant was invited to address the Sub-Committee. He informed the meeting that agreement had been reached with West Yorkshire Police and that he would be open to discussion with any members of the public who had submitted representations as the premises would be available for their use.
In response to questions from the Sub-Committee, the following was discussed:
· The applicant said the main concerns were due to the early opening hours. He said the premises would not always be open that early but had applied for those hours when required. · The applicant had not had any engagement with the public prior to the meeting. · The applicant had 1 year experience of operating a similar premises in Harrogate. This would be an expansion of his business and both stores would operate with managers in place. The applicant would be on site most of the time and all staff would have full training. · Records would be kept whenever there were refusals of the sale of alcohol and the Challenge 25 Scheme would be in operation. · The early opening hours were needed for the delivery of newspapers. · CCTV would be in operation with recordings kept for three months. · The applicant had chosen these premises as they were similar to the other he operated and were also an easy commute from Harrogate.
The objectors were invited to address the Sub-Committee. The following was highlighted:
· Local residents only became aware of the application at short notice. · The reasons behind the objection were not personal but due to the kind of shop proposed, its location and problems already encountered in the area. · This application would have an impact on other businesses which were already suffering due to ongoing roadworks. · There was no need for another convenience store in the area. There were already several that sold alcohol including two supermarkets and vapes and there had been problems in the summer with people congregating outside. · The premises were located on a route to the park which was used by older people and children and people felt wary about those congregating outside. · This was not the right location for this kind of shop. · There were problems with people drinking in the streets near to where old people lived. · Young people were walking past shops that were selling alcohol and vapes. · There would have been more objections had people ... view the full minutes text for item 8. |
