Election of the Chair

Minutes:

RESOLVED – Councillor M Harland was elected Chair for the duration of the meeting.

 

2.

Appeals Against Refusal of Inspection of Documents

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded)

 

(*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance Services at least 24 hours before the meeting)

 

Minutes:

There were no appeals against refusal of inspection of documents.

 

3.

Exempt Information - Possible Exclusion of the Press and Public

 

1)  To highlight reports or appendices which:

 

a)  officers have identified as containing exempt information, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

b)  To consider whether or not to accept the officers recommendation in respect of the above information.

 

c)  If so, to formally pass the following resolution:-

 

  RESOLVED – That the press and public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information

 

2)  To note that under the Licensing Procedure rules, the press and the public will be excluded from that part of the hearing where Members will deliberate on each application as it is in the public interest to allow the Members to have a full and frank debate on the matter before them.

Late Items

On this occasion there was one late item added to the agenda at the Chairs agreement.

 

It was Certification of Film “Last Laugh” minute 7 refers.

To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-16 of the Members’ Code of Conduct.

There were no declarations of disclosable pecuniary interests.

 

6.

Certification of Film "Signature Move" pdf icon PDF 108 KB

To consider a report of the Head of Elections, Licensing and Registration which sets out details of an Application for the certification of film to be shown at the Hyde Park Picture House, 73 Brudenell Road, Leeds LS6 1JD. The screening will be on the 10th February 2018 for 1 day only.

The report of the Head of Elections, Licensing and Registration advised Members of an application for the certification of film to be shown at the Hyde Park Picture House 73 Brudenell Road Leeds LS6 1JD.

 

It was noted that the screening of the film would take place on 10th February 2018 for 1 day only.

 

Members were informed that this film had not been shown in the Leeds area before.

 

Wendy Cook from the Hyde Park Picture House attended the meeting. Ms Cook provided the Members with a brief synopsis of the film.

 

Members were informed of the following points:-

·  This film had been shown at the BFI Film Fair in London in 2017;

·  Sexuality was a key theme of the film;

·  The film showed the strong bond between mother and daughter;

·  There was a reference to drugs in the film;

·  Use of mild language;

·  3 sex scenes but not full nudity;

·  The film was set in a sporting environment; and

·  The wrestling shown was that of play acting / drama rather than fighting.

 

Ms Cook had suggested a certification of 15.

 

Ms Cook was of the opinion that if shown on television it would be shown before the ‘watershed’. She said that it was similar to scenes shown in ‘Hollyoaks’.

 

Members were informed that scenes of a sexual nature lasted about 30 seconds and included kissing and embracing no actual nudity.

 

RESOLVED – That the film ‘Signature Move’ be endorsed as certification 15.

The report of the Head of Elections, Licensing and Registration sets out details of an application for the certification of film to be shown at the Otley Court House Courthouse Street Otley LS21 1BG. The screening will be on the 3rd and 4th

February 2018.

The report of the Head of Elections, Licensing and Registration advised Members of an application for the certification of a film to be shown at the Otley Court House Courthouse Street, Otley, LS21 1BG.

 

Members heard that Otley Court House now used as a community Centre had been offered this film at short notice which was why it had been submitted to the Licensing Sub Committee as a late item. Minute 4 refers. 

 

It was noted that the film was to be screened on the 3rd and 4th February 2018.

 

It was also noted that this film had not been shown previously in the Leeds area.

 

A brief synopsis had been provided at Appendix A of the submitted report.

 

The Officer from Entertainment Licensing informed the Licensing Sub-Committee that he had viewed the film and there was a small amount of mild language.

 

The Officer advised the Members that the film had been shown in Hull and other locations around the country and had been certified as a 12A.

 

RESOLVED – That the film ‘Last Laugh’ be endorsed as certification 12A.
