Election of the Chair

To seek nominations for the election for the position of Chair.

RESOLVED – To elect Councillor R Downes as Chair throughout the duration of the meeting.

Appeals Against Refusal of Inspection of Documents

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded)

 

(*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance and Scrutiny Support at least 24 hours before the meeting)

There were no appeals against refusal.

 

 

3.

Exempt Information - Possible Exclusion of the Press and Public

 

1)  To highlight reports or appendices which:

 

a)  officers have identified as containing exempt information, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

b)  To consider whether or not to accept the officers recommendation in respect of the above information.

 

c)  If so, to formally pass the following resolution:-

 

  RESOLVED – That the press and public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information

 

2)  To note that under the Licensing Procedure rules, the press and the public will be excluded from that part of the hearing where Members will deliberate on each application as it is in the public interest to allow the Members to have a full and frank debate on the matter before them.

To receive and consider the attached report of the Chief Officer, Elections and Regulatory

The report of the Chief Officer (Elections and Regulatory) set out an application for the certification of a film to be screened at Vue Cinema, 22 The Light, The Headrow, Leeds, LS1 8TL

 

The screening is scheduled to take place in September 2022. The applicant provided an advance screener for the film to members and recommended a 15 certificate in respect of the film titled, ‘Carajita’.

 

It was noted that the promoter’s assessment of the film was accurate and there were

no concerns with a 15 rating for this film in accordance with the BBFC guidelines.

 

The following were in attendance for this item:

The Legal Officer outlined the procedure to be followed.

 

In response to a question from a member, it was outlined that the film was proposed to be shown as part of Leeds International Film Festival. The proposed intention was to show the film at the venue weekly and the film had received a 15 certification for the Glasgow Film Festival.

 

RESOLVED – To grant the application ‘Carajita’ as 15 as applied for.

The report of the Chief Officer (Elections and Regulatory) set out an application for the certification of films to be screened at the Cinema Tent at Leeds Festival, Bramham Park, Thorner Lane, Leeds, LS23

 

The screening is scheduled to take place between Thurs 25th and Sun 28th August 2022.

 

A list detailing the films that requested certification, including, links to view the films

online, a synopsis and the applicant’s recommended rating, was provided in the Agenda pack at Appendix B for members.

 

The following were in attendance for this item:

The Legal Officer outlined the procedure to be followed.

 

In response to questions from members, it was noted that the films would be shown in the cinema tent at Leeds Festival from midnight, the certification rating for all the films would be listed outside the tent and stewards would be monitoring viewers in attendance to ensure they are of the correct age for each certification.

 

RESOLVED – To grant the application as requested as outlined in the report.
