ELECTION OF THE CHAIR

Minutes:

Councillor G Wilkinson was elected Chair of the Sub-Committee for the duration of the meeting.

APPEALS AGAINST REFUSAL OF INSPECTION OF DOCUMENTS

To consider any appeals in accordance with Procedure Rule 25 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded)

 

(*In accordance with Procedure Rule 25, written notice of an appeal must be received by the Chief Democratic Services Officer at least 24 hours before the meeting)

There were no appeals against the inspection of documents.

3.

EXEMPT INFORMATION - POSSIBLE EXCLUSION OF THE PRESS AND PUBLIC

 

1)  To highlight reports or appendices which:

 

a)  officers have identified as containing exempt information, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

b)  To consider whether or not to accept the officers recommendation in respect of the above information.

 

c)  If so, to formally pass the following resolution:-

 

  RESOLVED – That the press and public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information

 

2) To note that under the Licensing Procedure rules, the press and the public will be excluded from that part of the hearing where Members will deliberate on each application  as it is in the public interest to allow the Members to have a full and frank debate on the matter before them.

There were not items identified as late items however the following additional information had been circulated to the Sub-Committee for consideration:

  • Outlon and Woodlesford Sports and Social Club” – additional information supplied by the applicant in support of the application
  • “UK Jewish Film Festival On Tour” – an additional film to be considered for certification.

DECLARATIONS OF INTEREST

Members are reminded to declare any interests at the start of the hearing on each application for the purpose of Section 81 (3) of the Local Government Act 2000 and paragraphs 8 to 12 of the Members Code of conduct

To consider the report of the Assistant Chief Executive (Corporate Governance) on an application for the variation of a  club premises certificate for the premises known as “Oulton & Woodlesford Sports & Social Club” The Pavillion, Aberford Road, Oulton, Leeds, LS26 8EL.

The Sub-Committee considered an application for the variation of a Club Premises Certificate for the “Oulton & Woodlesford Sports and Social Club”. The Licensing Authority were in receipt of two objections to the application however neither objectors were present at the hearing. The Sub-Committee resolved to continue with the hearing on the basis of the objectors’ written representations. Members then considered the representation made on behalf of the Club Secretary by the Club President, Mr. K. Bell and Club Trustees, Mr B. Bache and Mr. R. Thorpe. The applicants provided Members with a background to the Club, the reason for the application and details of how the Club was managed. The points raised by the objectors were also discussed.

 

The Sub-Committee resolved to grant the application as requested subject to the conditions proposed in the application. In making their decision the Members were satisfied that the grant of the application would not undermine any of the Licensing Objectives. Members welcomed the fact that the applicant had previously taken steps to engage with local residents regarding the premises and urged the applicants to continue to do this.

 

RESOLVED: That the application to vary the Club Premises Certificate be granted as applied for subject to the conditions proposed in the application.

"UK JEWISH FILM FESTIVAL ON TOUR" - APPLICATION FOR THE CERTIFICATION OF FILMS TO BE SHOWN AT THE "UK JEWISH FILM FESTIVAL" AT A NUMBER OF VENUES THROUGHOUT LEEDS pdf icon PDF 2 MB

To consider the report of the Assistant Chief Executive (Corporate Governance) on an application for the certification of films to be shown at the UK Jewish Film Festival on Tour at various venues throughout Leeds,

The Sub-Committee considered an application made by the “UK Jewish Film Festival on Tour” for the certification of films to be shown at different venues throughout Leeds city. Members were in receipt of the guidance issued by the BBFC in respect of the certification of films and details of the films and the proposed certification of each film which had been suggested by the applicant. Following the consideration of each film the Sub-Committee were satisfied that the proposed certification of the films were in line with the BBFC guidance, were an appropriate certification for each film and resolved to certify the films as proposed by the applicant.


RESOLVED: That the following films be given the following film certifications:
