12.	Appeals against refusal of inspection of documents To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an appeal the press and public will be excluded). (*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance Services at least 24 hours before the meeting) Minutes: There were no appeals against the refusal of inspection of documents.
13.	Exempt Information - possible exclusion of the press and public 1 To highlight reports or appendices which officers have identified as containing exempt information, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report. 2 To consider whether or not to accept the officers recommendation in respect of the above information. 3 If so, to formally pass the following resolution:- RESOLVED – That the press and public be excluded from the meeting during consideration of the following parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information, as follows:- Minutes: There were no resolutions to exclude the public.
14.	Late items To identify items which have been admitted to the agenda by the Chair for consideration (The special circumstances shall be specified in the minutes) Minutes: The report to Item 7, Leeds Best City Ambition 2022-2030, was published late in agreement with the Chair. This was due to the matter being considered at the Executive Board meeting that took place 20^th October 2021, which was after the agenda publication deadline for this meeting. The report was published following the meeting and the Board’s agreement to endorse the principles of the Leeds Best City Ambition 2022-2030.
15.	Declaration of Interests To disclose or draw attention to any interests in accordance with Leeds City Council’s ‘Councillor Code of Conduct’. Minutes: There were no declarations of interest.
16.	Apologies for absence To receive any apologies for absence from the meeting. Minutes: Apologies for absence were received from Councillors Salma Arif, Bob Gettings and Amanda Carter. Councillor Kayleigh Brooks was in attendance as substitute.
17.	Minutes of the last meeting PDF 202 KB To receive and approve the minutes of the meeting held on 2^nd July 2021. Minutes: RESOLVED – That the minutes of the meeting held on the 2^nd July 2021 be approved as a correct record.
18.	Leeds Best City Ambition 2022-2030 PDF 424 KB To consider the report of the Chief Officer (Strategy and Improvement) that seeks agreement from GPC to endorse proposed amendments to Part 2, Article 4.1 (ii) of the council’s constitution to specify the Best City Ambition as part of the Budget and Policy Framework and recommend that Full Council agrees the amendments. (Report to follow) Additional documents: 211025 GPC - Appendix 1 , item 18. PDF 126 KB Minutes: The Chief Officer (Strategy and Improvement) submitted a report that sought agreement to endorse proposed amendments to Part 2, Article 4.1 (ii) of the council’s constitution to specify the Best City Ambition as part of the Budget and Policy Framework and recommend that Full Council agrees the amendments. RESOLVED - a) That Executive Board’s in principle agreement to replace the Best Council Plan with a Best City Ambition, be noted. b) That the necessary amendments to the Budget and Policy Framework in Part 2, Article 4.1 (ii) of the council’s constitution, outlined in paragraph 5, be endorsed, and the amendments be recommended to Full Council for approval.
