Matters Arising

Minute No. 82 - 21/09266/RM – Former Airedale Mills, Moss Bridge Works, Town Street, Rodley, Leeds, LS13 1HP. A member queried the position on the status of the application. Officers confirmed that a number of site visits have taken place on-site regarding the breach and the operation of the swing bridge. Albeit it was reiterated that the bridge is not directly related to the planning application referenced 21/09266/RM, and the application was deferred based on layout and design elements. The application will be brought back to a future meeting once the consultation period has expired.

To receive and consider the attached report of the Chief Planning Officer regarding a change of use application of a former library and the erection of a six storey extension to create a co-living scheme (sui generis) with associated communal facilities, a work hub to ground floor and basement parking, Former Burley Library, 230 Cardigan Road, Headingley, Leeds, LS6 1QL.

 

Minutes:

The report of the Chief Planning Officer presented a change of use application of former library and erection of a six storey extension to create a co-living scheme (sui generis) with associated communal facilities, a work hub to the ground floor and basement parking, at Former Burley Library, 230 Cardigan Road, Headingley, Leeds, LS6 1QL.

 

The application was presented as a position statement to Plans Panel on 23rd November 2022, to seek opinions on the co-living concept. Further to comments received from members, officers discussed the outcomes of the meeting to the applicant to improve the design and issues associated with parking.

 

Photographs and slides were shown throughout the officer presentation, and Panel members were provided with the following information:

·  Background context to the Co-Living emerging schemes and the audience it attracts.

·  The site comprises former Burley Library site and is located on Cardigan Road, being in a mixed residential area surrounded largely by residential housing. The immediate surrounding area has non-residential uses.

·  Vehicular access to the rear is via the adjacent Glassworks site and the underground car park belongs to The Embankment Building and will serve the proposed accommodation basement car park.

·  Street views of the site were referred to during the presentation.

·  It is proposed to retain former Burley Library and restore it to its original condition. The space will retain the panelling, lanterns, architraves etc. 4 mezzanine units will be added to the former library, with window pods throughout.th

·  The extension is proposed to be to the rear of the library and six storeys.

·  The front elevation is in context with the adjacent building.

·  The proposal has been amended slightly from the previous panel meeting, the extension has a heavily glazed frontage and grey vertical cladding. The library will have a traditional approach to the design, whereas the extension will be more contemporary.

·  The proposed layout of the scheme in terms of the units, and communal areas on the 1st – 4th floors. The application originally proposed 98 units, whereas it has been reduced by 20 units to allow for more space creating better amenity and layout for future residents.

·  Communal spaces to the front of the building comprises of winter terraces that can be shut off, and used during the colder months, providing an additional indoor space for residents. Communal spaces also include a shared kitchen and eating facilities. The communal space on the 1st and 2nd floor are linked and can be accessed by residents on both floors, building additional interaction with residents.

·  The applicant holds overall control and owns all of the buildings on the site and will provide benefits to future occupiers as residents will have access to The Glassworks and outdoor spaces.

·  There is access to 24 spaces outside, and 18 spaces in the underneath carpark.

·  It is considered that the benefits of the development outweigh any conflicts with policy H9 (space standards).

To receive and consider the attached report of the Chief Planning Officer regarding an application for construction of a Sixth Form College on land West of Kent Road with new vehicular and pedestrian access and parking, Pudsey.

The report of the Chief Planning Officer presented an application for construction of a Sixth Form College on land West of Kent Road with new vehicular access and pedestrian access and parking, Pudsey.

 

Members visited the site prior to the meeting and site plans and photographs were displayed and referred to throughout the discussion of the application.

 

Members were updated on the following points:

·  A statement received on behalf of the applicant set out the position for a need in the local area requiring significant growth for young people. The facility provides services for 16-18 year old learners and 600 places will be made available to meet the demand in the Pudsey area.

·  The applicant believes there is capacity within the existing bus services in the local area. However, has confirmed they will contribute 25,000 per annum towards changes in bus provision, and this will be reviewed after 5 years.

·  Further comments received from the Council’s landscape architect relayed further refinements in relation to landscaping and social areas around the site.

·  Paragraph 81 of the submitted report should refer to policy G6-3.

·  There has been a statutory objection from Sporting England. The applicant will provide nearby playing pitch improvements.

 

Referring to the PowerPoint, Members were informed of the following:

·  The location of the site is situated west of Kent Road and to the south of the site is Chaucer Avenue, where residential properties back on to the site. To the north and west of the site is Crawshaw Academy and its various sports pitches.

·  Main access to the site is on Kent Road, for vehicular access and pedestrian access for pupils. Staff will use the Robin Lane access point to the site. Visitors will not use the access point on Robin Lane.

·  The existing pedestrian access point is adjacent to the all-weather pitch.

·  Pictures referred to views of the site facing west and north, demonstrating the various levels of the pitch and quality of the pitch. The pitch is unusable and suffers with drainage issues.

·   The layout will consist of a rectangular block which will sit centrally on the site and is approximately 92 metres in length and 20 metres wide. There are 20 car parking spaces proposed to the front of the building, with a turning point for vehicles, as well as 10 drop off bays. Additionally, there will be 25 car parking spaces dedicated to staff.

·  There will be a dedicated footpath link, that will require a fob key to access, preventing pupils entering Crawshaw Academy and vice versa.

·  To the south of the site there is a proposal for a mature bund, including a significant variety of shrubs and trees. The purpose of the bund is to provide a screen from residents on Chaucer Avenue. There will be a need to provide sufficient screening in the future.
