Open Forum In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee. This period of time may be extended at the discretion of the Chair. No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair. Minutes: In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee.
Further to questions discussion included the following:
Landlord licensing – The council is currently consulting on introducing a new Selective Licensing scheme for parts of Armley, Beeston, Holbeck, Cross Green, East End Park, Hunslet and Harehills. Consultation would conclude on Friday,13 December. Further details could be made available following the consultation.
Flood defences – the Council had worked with West Yorkshire Combined Authority. Reference was made to the benefits that had been seen in the area where there had previously been problems with flooding.
Apprenticeship Levy – Not all companies had been able to use the levy to fund apprenticeships and had allocated the funds to others, ASDA transferring funds to West Yorkshire Polce being an example.

West Yorkshire Police Update Minutes: Inspector Nicholls gave the Committee an update on policing issues in the Outer East Area. It was reported that there had been an increase in serious acquisitive crime which was usual for this time of year. There had been an increase in burglaries and there was a crime prevention campaign to target harden properties. People were encouraged to lock doors and windows and there was an increase in night time patrols.
There had been a slight increase in anti-social behaviour although demand for services had been down during the bonfire period.
Priorities were being focused on serious organised crime and urban street gangs. Ward based areas of focus included the following: Crossgates & Whinmoor – anti-social behaviour around the Co-op and nuisance motorcycles Garforth & Swillington and Kippax & Methley – Youth anti-social behaviour and drugs and alcohol. Temple Newsam – Road safety, urban street gangs and off road motorcycles.
Further discussion included problems with electric scooters and bicycles.
Members expressed their thanks to the police, Youth Service and Cleaner Neighbourhoods Team for their prevention work in the build up to the bonfire period.

Leeds Streets for All consultation - public responses PDF 179 KB To receive and consider the attached report of the Chief Officer, Highways and Transportation Additional documents: Minutes: The report of the Chief Officer, Highways and Transportation provided the Committee with an update following the Leeds Streets for All consultation.
Rupert Oldfield, Transport Strategy was in attendance and gave a presentation which highlighted the public responses to the consultation.
Issues highlighted included the following:
· People were asked to comment on the following categories: o Vehicles and Parking o Cycling o Wheeling and Walking o Street Environment o Access to Bus and Rail · Responses received across Outer East Wards. · Details of local schemes – these included the Healthy Streets and Better Places Scheme in Crossgate, the A6120 (old ring road) improvements and the Annual Programme of Works. · Potential new local walking and cycling routes. · The use of local information to provide better schemes. · Links to the wider transport strategy.
In response to questions and comments, discussion included the following:
· A full summary of the consultation would be made public following feedback. · It was hoped that this consultation would be able to shape funding for projects. There were various funding schemes for transport that could be applied to through the west Yorkshire Combined Authority and Central Government. · Thanks were expressed with regards to the scheme for the cycle lane at Barwick Road and the proposed closure into Swardale Gardens. There had been resident involvement in choosing the schemes. · Encouraging active travel. · Areas permitted for horse riding.

Outer East Community Committee - Finance Report PDF 474 KB To receive and consider the attached report of the Head of Locality Partnerships Minutes: The report of the Head of Locality Partnerships provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2024/25.
Charlotte Fletcher, Localities Officer presented the report.
The following was discussed:
· There was £39,559.94 remaining in the Wellbeing Revenue budget. A ward by ward breakdown was given. · Members were asked to consider the following projects for funding: o Empowering East Leeds 2024/25 - £12,400 was proposed from Wellbeing & YAF budget. Garforth and Swillington Members had indicated that they did not want to support this application. It was reported that some funding had been provided by Inner East Community Committee and levels of funding requested had been determined by postcode data. Members requested further information on the application and proposed that it be deferred. o PHAB Club 2024/25 - £878.65 was proposed from the Wellbeing Budget. Members were supportive of this application. o Grit Bin Installation - £219.33 was proposed from Community Infrastructure Levy budget. Members were supportive of this application. · Monitoring information of applications funded by the Committee · Delegated Decisions taken since the last meeting. · Remaining balances in the Youth Activities Fund; Small Grants, Skips, Capital, and Community Infrastructure Levy budgets.
RESOLVED –
(1) That details of the Wellbeing Budget position be noted. (2) That the following projects be deferred: o Empowering East Leeds 2024/25 (3) That the following projects be approved: o PHAB Club 2024/25 - £878.65 o Grit Bin Installation - £219.33 (4) That details of the projects approved via Delegated Decision be noted. (5) That details of the Youth Activities Fund be noted. (6) That details of the Small Grants budget be noted. (7) That details of the Skips Budget be noted. (8) That details of the Tasking Budget be noted. (9) That details of the Capital Budget be noted. (10) That details of the Community Infrastructure Levy Budget be noted.

Outer East Community Committee Update Report PDF 3 MB To receive and consider the attached report of the Head of Locality Partnerships Minutes: The report of the Head of Locality Partnerships brought Member’s attention to work which the Communities Team was involved in based on priorities identified by the Community Committee. It also provided opportunities for questioning or to request a more detailed report on a particular issue.
Charlotte Fletcher, Localities Officer presented the report.
Deeta Tren-Humphries gave the Committee an update on Youth Service work across Outer East Leeds. This included the following:
· Micklefield Youth Club – PCSOs had been in attendance and issue based work had included anti-social behaviour and safeguarding. · Methley Youth Club – Number continued building at the club. · Garforth – The Kicks Programme was well attended. There had been some street work and also work at the skate park. · Crossgates & Whinmoor – Anti-social behaviour hotspots had been targeted. The youth Club had remained well attended and the Youth Matters Group had been doing issue based work. There had also been work with PCSOs. · City Centre Team – Work was going on in the centre working with young people from Leeds and further afield. · Members were thanked for their support with funding applications and were welcomed to visit any of the youth service activitie.
Members thanked Deeta and her colleagues in the Youth Service for all their work.
