Minutes:

The report of the Chief Officer, Elections and Regulatory presented an application for the grant of a Premises Licence for North Stand, Emerald Headingley Stadium, St Michaels’s Lane, Headingley, Leeds, LS6 3BR.

 

Prior to the hearing all parties present agreed to the hearing going ahead in the presence of two Members.

 

The application was for:

 

Sale by retail of alcohol:

Monday to Sunday 10:00 until 02:00 hours

 

Late Night Refreshment:

Monday to Sunday 23:00 until 01:30 hours

 

Live Music

Performance of Dance:

Monday to Sunday 08:00 until 23:30 hours

 

Recorded Music:

Monday to Sunday 08:00 until 01:30 hours

 

The application had received representations from local residents largely relating to concerns about noise nuisance.  There had not been any representations from the responsible authorities.

 

The following were in attendance for this application:

-  John Hill, Designated Premises Supervisor

 

The applicant’s representative addressed the Sub-Committee.  Issues highlighted included the following:

 

·  The North Stand served both the Rugby and Cricket grounds.

·  The facilities in the stand would be used on match days and for other events such as weddings and corporate events.

·  The previous North Stand had two licences and had a music licence for 24 hours a day.  This application was a significant reduction.

·  With regard to activities in respect of the banqueting suite for cricket and rugby hospitality it was not anticipated that these would continue past midnight. There would only be occasional use for the full licensed hours.

·  There had been no objections from the responsible authorities.

·  Reference was made to the acoustic report that had been carried out for the South Stand.  The applicant had sought advice for mitigation of noise disturbance and would apply constraints to sound limits and regularly monitor noise levels.  Environmental Health had agreed that this met with licensing objectives.

·  The applicant would continue to work with local residents.

In response to a question, it was reported that the smoking area was on an outdoor concourse and had to be accessed via a lift/stairs.  It was an approximate 40 metre walk and this should prevent any sound escaping.

 

The Licensing Sub-Committee carefully considered the report of the Chief Officer, Elections and Regulatory, the Statement of Licensing Policy and the representations submitted and made at the hearing.

 

RESOLVED – That the application be granted as applied for subject to the incorporation of the sound mitigation measures set out at paragraphs 2.4 and 3 of the addendum to the acoustic report dated 3 May 2019 as conditions.
