To consider the report of the Head of Locality Partnerships which provides the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fun, Capital Budget, as well as the Community Infrastructure Levy Budget for 2023/24.

The report of the Head of Locality Partnerships provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy (CIL) Budget for 2023/24.

Members were requested to approve the minimum conditions set out at Paragraph 14 of the submitted report, approve applications as listed in the report and were provided with the following information:

·  The minimum conditions Paragraph 14 were read out seeking agreement from the Committee.

·  The Committee were asked to note that currently the remaining balance of the Wellbeing Fund was £80,125.18. Table 1 provided a breakdown of projects listed and the balances set out per ward.

·  Members were requested to consider the following applications:

·  Members discussions during the consideration of applications included:

o  More detail was required on some applications including numbers of people attending and from which areas.

o  Applications from Youth Services requesting funding through the Youth Activity Fund were open to all young people engaging with Youth Services.

o  It was noted that the application for the Neighbourhood Watch Fun Day was on the same day as Guiseley Carnival.

o  In relation to the request by Art Camp UK, Otley & Yeadon Ward Members said that they would be happy to fund the project if it was found that young people were only attending from the Otley & Yeadon Ward.

·  Members were advised that no projects had had been considered or approved by Delegated Decision Notice (DDN) since the last meeting on 6^th March 2023. However, there was one project currently being processed via DDN in relation to SEND Activity Day – (YAF).

·  Members noted that no projects had been declined since the meeting on 6^th March 2023.

·  Members reiterated the importance of monitoring information within the Finance Update report.

·  Members asked to note the current remaining balance of £54,336.74 in the Youth Activity Fund with the breakdown of projects listed at Table 2 of the submitted report.

·  Table 3 showed a breakdown of the proposed Small Grants and Skips budget by ward and the projects already approved.

·  Members were asked to note the Capital allocation of £43,611.80 broken down by ward and summarised in Table 4. It was noted that not all figures had been received yet in relation to Capital Budget, but this information would be provided when received from Finance.

·  The Committee were asked to note that currently available to spend in the Community Infrastructure Levy (CIL) budget there was £109,945.43. This allocation had been broken down by ward and summarised in Table 5. It was noted that an injection into the CIL budget was expected, and this would be provided to Members when it was available. Cllr B Anderson raised concerns that he was of the view the Community Committee were not getting all the CIL money that it was entitled to. He again requested information on CIL money provided to the Parish and Town Councils in the Outer North West area.

RESOLVED – To:

a)  Review and agree the Minimum Conditions (Paragraphs 14-16)

b)  Note details of the change regarding the administration of small grants (Paragraph 15)

c)  Note details of the Wellbeing Budget position (Table 1)

d)  Consider and approve funding proposals as follows:

e)  Note details of projects approved via Delegated Decision Notice (Paragraph 27)

f)  Note monitoring information of funded projects.

g)  Note details of the Youth Activity Fund (YAF position (Table 2)

h)  Note details of the Small Grants and Skips Budget (Table 3)

i)  Note Details of the Capital Budget (Table 4)

j)  Note details of the Community Infrastructure Levy (CIL) budget (Table 5)
