Outer North West Community Committee Finance Report

The report of the Head of Locality Partnerships provides the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2023/24.

Minutes:

The report of the Head of Locality Partnerships provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2023/24.

 

The report was presented by the Locality Officer who provided the Committee with the following points:

·  There was currently a remaining balance of £58,366.29 in the Wellbeing budget. A full breakdown of the projects was listed in Table 1

·  The Youth Activity Fund had a remaining balance of £11,996. Table 2 of the report provided a list of projects to date.

·  Table 3 provided information on Small Grants and skips for each ward.

·  There was a capital budget of £43,611.80 available to spend. Members were advised that Table 4 of the report showed the capital allocation summarised and broken down by ward. It was noted that the figures would be reviewed and a more up to date balance would be sent to Members once the figures had been received for the April injection to the Capital budget. It was also noted that the Capital budget would be receiving another injection in November.

·  At present there was £367,792.11 available to spend in the Community Infrastructure Levy. A summary and break down by ward were provided in Table 5.

·  Members were asked to consider the following projects:

Members discussions included:

·  In relation to Paragraph 31 it was noted that Members were not in support of the project proposed by West Yorkshire Police. Members were of the view that they should have been briefed about this project and briefed about the overall strategy for the Outer North West area. It was the view that this project could be funded from another source.

·  In relation to Paragraph 32 it was noted that the Cricket Club were sending a revised application.

·  In relation to Paragraph 33 Members requested that clarification was required to ensure that the defibrillator includes batteries. It was also suggested that a sign should be placed on or near to the defibrillator saying who had funded it.

·  In relation to Paragraph 34 it was noted that the Aireborough Rugby Union Football Club had not approached the current Guiseley and Rawdon Councillors for funding of this application. It was also noted that £5,000 of match funding had been found but this was not in the submitted application. It was suggested that discussions should also be had with the Otley and Yeadon Ward Members as the pitch was close to their ward boundary. Members also requested information on the long-term usage of the pitch.

·  Cllr Anderson informed the Committee that he had requested officers to check CIL contributions for Adel and Wharfedale. He said that after officers had done the checks, the CIL money for his ward had increased. He suggested that other ward members may wish to have their CIL money checked also.

 

The Locality Officer advised the Community Committee that he would be reviewing all the figures for Capital and CIL to ensure they were correct.
