The Chief Officer (Highways and
Transportation):
a) noted the detail of the highway works described in outline in
paragraph 3 of this report and shown on plan
C102-CUR-00-ZZ-DR-C-95001-P10 attached at Appendix 3;
b) gave authority to negotiate the terms of and enter into an
agreement with the developer under the provisions of Section 278 of
the Highways Act 1980; whereby the works associated with the
development are carried out by the developer and overseen by the
Council;
c) approved the adoption of new highway construction on land shaded
red on drawing number C102-CUR-00-ZZ-DR-C-95003-P01_S278 so that it
can be added to the Council’s maintenance regime;
d) authorised the City Solicitor to advertise a Draft Traffic
Regulation Order to amend the waiting restrictions on Railway
Street and Saxton Lane to cover a new loading bay on Railway
Street, new layby for time limited waiting & a Car Club bay on
Saxton Lane, and NWAAT restrictions to the east of the layby on
Saxton Lane as indicated on plan C102-CUR-00-ZZ-DR-C-95001-P10
attached at Appendix 3 of this report. If no valid objections are
received, authority is required to make, seal and implement the
Order as advertised;
e) gave authority to incur expenditure of £10,000 TRO costs
and £5,000 staff checking and inspection fees to be fully
funded by a developer through the Section 278 Agreement.
