What is a 'Key Decision'?
A key decision is an executive decision which is likely to:

How to get more information about a particular key decision
The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.
The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.
As significant investment work is needed to bring six high rise housing blocks up to an appropriate standard, including intrusive and costly strengthening works, an options appraisal has been undertaken and a decision is needed on the future of the blocks.
These are Brooklands Towers, Bailey Towers and Ramshead Heights in Seacroft, Leafield Towers in Moortown, and Raynville Court and Raynville Grange in Armley, with a total of 360 homes.
The recommended approach includes for all residents to be rehoused, with appropriate support for those who need it. This would be needed whether blocks are being refurbished or are to be demolished to clear the sites to enable later redevelopment.

Leeds City Council supports the strategic intent of TRU. Approval to make representation to the Network Rail Transport Works Act Order (TWAO) for the Leeds to Micklefield section of the Trans Pennine Route Upgrade was sought from Executive Board in June 2023. This report approved the use of the delegation scheme to allow the Director of City Development to respond to the TWAO.
Since then, the TWAO was published on 17th July 2023 by Network Rail, to which the Council submitted a holding objection to the Secretary of State for Transport on the 18th August 2023.
Executive Board are to note the response provided to the Secretary of State for Transport on 18th August 2023 and recommend to Full Council to approve the submission of the formal objection to specific elements of Network Rail's TWAO.

The report outlines the receipt of £24.3m of capital funding from the Department of Levelling Up, Housing and Communities Towns Fund which has been injected into the Council’s capital programme. The report details the approved Town Investment Plan six projects and the subsequent approval of the Summary Business Cases by Towns Fund team.
The report outlines the governance that has been developed and adopted and the continued role for the Council in supporting the Town Deal Board as accountable body for the funding and management of the delivery programme over its lifetime.
The report also outlines the high-level principles and process in relation to subsidies, including the process for the third-party grant awards as part of the delivery approach.
The decisions required from Executive Board are to:
a. Approve that the Director of City Development will use delegated powers to approve project capital spend in consultation with the Executive Member for Sustainable Development and Infrastructure, and the Morley Town Deal Board.
b. Approve that the Director of City Development will use delegated powers to enter into any appropriate contracts or grant agreements required inconsultation with the Executive Member for Sustainable Development and Infrastructure, and the Morley Town Deal Board.
