This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.



    Forthcoming Key Decisions

    20/11/2023 - Single Homelessness Accommodation Programme (SHAP) (2024 -27) - grant from Department for Levelling Up Housing and Communities (DLUHC) and Homes England

    Leeds City Council has been awarded a grant of £6,419,976.00 from the Department of Levelling Up, Housing and Communities (DLUHC) and Homes England for The Single Homelessness Accommodation Programme until 31st March 2027.

    The programme will be targeted at two groups in particular: those with the longest histories of rough sleeping or the most complex needs, and vulnerable young people (age 18-25) at risk of homelessness or rough sleeping to provide targeted support and accommodation as part of the national rough sleeping agenda.

    The grant will cover capital costs amounting to £2,140,000.00 and revenue expenditure amounting to £4,279,976.00 for a variety of interventions that include providing accommodation with intensive and specialist support. This will assist the city to deliver its ambitions to reduce the numbers of people who are rough sleeping and to deliver positive outcomes.

    Approval is being sought to:

    ·  accept the grant allocation from DLUHC and Homes England

    ·  award funding to a number of organisations to enhance accommodation and support to people who are rough sleeping or at risk of rough sleeping and/ or homelessness in Leeds.

    16/11/2023 - Procurement exercise to support LBS’ delivery of civic and commercial roofing responsive repairs and planned schemes

    Seeking approval to carry out a procurement exercise to appoint up to 3 contractors to support LBS with the delivery of civic and commercial roofing responsive repairs and planned schemes. The framework will be for a 4-year period. The total contract value is approximately £2,400,000.

    14/11/2023 - Leeds City Council Response on the West Yorkshire Combined Authority Bus Reform Consultation

    The West Yorkshire Combined Authority has commenced public consultation on their Bus Reform proposals.

    Consultation with the Local Authorities is a Statutory requirement.

    Approve the response contained in the Executive Board Report.

    The West Yorkshire Mayor will make a decision on what form of Bus Reform will occur in 2024.
