Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.



    Forthcoming Key Decisions

    19/05/2022 - Response to System and Winter Pressures - temporary step-down bed service at Elmet House (Colton Lodges)

    Brief Description

    This request is outlining one of the Council’s responses to the hospital pressures across the city.  The temporary service at Elmet House (Colton Lodges) commenced on 10th January 2022 for an initial 3-month pilot and is providing 15 step-down beds (with the option to increase to 30 beds) to facilitate timely hospital discharges and prevent hospital admissions.  The approach to support is to maximise people’s independence, recovery, and rehabilitation. The service includes the lease of a unit at Colton Lodges Nursing Home which is owned by HC-One. The service was extended through a delegated decision of the Director of Adults and Health for a further period of 3 months due to ongoing pressures in the health and care system.

     

    The service is part funded by the Leeds Clinical Commissioning Group (CCG) with the Councils in-house Care Delivery Service being the lead provider.

    A decision is now being taken through the Integrated Commissioning Executive (ICE) to further extend the service for a period of up to 9 months to cover winter pressures and ongoing pressures in the system. This could potentially include the requirement to expand the service to offer 30 beds should there be a demand within the city and dependent upon recruitment and retention within the in-house Care Delivery Service.

     

    If the decision is agreed at ICE, the Director of Adults and Health will be recommended to agree the extension of the service for a further period of up to 9 months and agree a new lease with HC-One to facilitate this.

    Admissions to the service will be predominantly from LTHT for people who live across the city

    Financial and procurement implications

    The temporary service will be funded on a 50/50 basis by the Leeds Clinical Commissioning Group and Adults and Health

    Partnership working

    The Clinical Commissioning Group are part funding the service and Leeds City Council will be the lead provider. The decision on whether to extend the service will be made at the Integrated Commissioning Executive.
