This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    24/05/2023 - Homelessness and Rough Sleeping Strategy 2023 - 2028

    Brief Description

    Executive board is requested to approve the Homelessness and Rough Sleeping Strategy 2023 – 2028

    Impact On Wards

    Homelessness can be experienced by anyone and people across all wards in Leeds can be impacted by homelessness. This Strategy is designed to provide strategic direction for the council, and its stakeholders, to support people throughout the city, in all wards.

    Financial and procurement implications

    The Strategy has a preventative and early intervention theme and focuses on tackling homelessness at the root cause. The Strategy aims to maintain existing, or reduce, temporary accommodation placements, therefore averting spend pressures on the council. 

    Partnership working

    The Strategy has been designed in consultation with a wide range of stakeholders with an aim for it to be a working document to set the strategic direction for those working in the homelessness sector improve outcomes for the people in Leeds.

    23/05/2023 - UK Shared Prosperity Fund (UKSPF) Funding Year 2 and 3

    a)  Executive Board is asked to note the delivery progress and challenges of the UKSPF programme in Leeds in year 1

    b)  Endorse the activities for delivery of year 2 and 3 which form part of the West Yorkshire Local Investment Plan (LIP)

    c)  Delegate authority to authorise expenditure for year 2 and 3.

    22/05/2023 - Investment creating additional posts at Adel Beck Secure Children's Homes

    This investment (at c£1.13m) will create additional jobs at Adel Beck SCH to support the home in providing on-going high-quality care.

    19/05/2023 - Leeds PIPES 2023 Update Report

    Executive Board will be recommended to:

    -  Note the contents of the financial update on the scheme

    -  Approve the submission of an application to the Green Heat Network Fund for the next phase of the project and commit to an element of match funding from prudential borrowing (figure to be confirmed)

    -  Approve the submission of an application to the Heat Trust with a view to receiving accreditation later in 2023

    18/05/2023 - WYCA - Mayoral Funding

    To accept £647k West Yorkshire Combined Authority Mayoral funding and to utilise to support the Leeds Advice Contract

    15/05/2023 - Appointment of a Contractor to support the Council Housing Growth Acquisitions Programme

    Approve the appointment of a Contractor through a direct award procedure from Lot 2 of the PFH Void Management Framework to undertake void works for the Acquisitions Programme. Duration of contract will be 12 months with an option to extend for a period of a further 12 months.
