The Chief Officer (Highways & Transportation);
i) noted the content of this report;
ii) approved the extension of the trial of The Calls parklet on the public highway from late April 2019 to November 2019 ;
iii) approved the delivery of trial The Calls parklet through the general function of the highway authority to provide ‘green’ amenity improvements which may be exercised by a third party authorised by them under the provisions of the Deregulation and Contracting Out Act 1994; and
iv) approved the relocation of the temporary cycle stand currently sited in a nearby pay and display bay.

The Director of Resources and Housing approved the Write off irrecoverable Former Tenants Arrears in the sum of £97,930.13 represented by 545 accounts in relation to the citywide accounts.

The Director of Resources and Housing approved the award of a contract following a competitive tendering process to Switch2 to undertake the Provision of Metering and Billing for a schedule of rates. It is proposed that the contract will commence Monday 17th June 2019 for a period of 12 months, with the option to extend for a further 12 months

The Chief Officer Asset Management and Regeneration has approved the repurchase of the property on the terms detailed in the confidential appendix for Resources and Housing to return to council housing stock.

The Chief Digital & Information Officer approved the award of a call-off agreement with Capita Business Services also known as Knowledgepool.
The call-off agreement shall be for a period of up to 48 months from June 30th 2019 to 31st May 2023 and the anticipated value of spend will be £150k per year, approximately.

The Built Environment Lead accepted the tender supplied by Martin-Brooks Ltd in the sum of £104,858.90 to carry out roofing works at Burley St Matthias Primary School.

The Built Environment Lead accepted the tender supplied by Regent Maintenance Ltd in the sum of £122,629.03 to carry out roofing works at Armley Primary School.

That following consultation by the West Yorkshire Combined Authority with political Group Leaders, the CA’s Managing Director and Chief Executives from all of the five West Yorkshire constituent authorities, in order to achieve political balance on the Combined Authority a further 3 appointments are required as follows 2 Conservatives and 1 Liberal Democrat.

The Head of Governance and Scrutiny Support is requested to approve the designation of the Local Care Partnerships (LCP) as Community and Local Engagement in order that the appointment process to the LCPs can take place at the first round of Community Committees in June/July 2019.

The Chief Officer Parks and Countryside approved the following:
• To enter into formal negotiations with Continental Landscapes Ltd to vary the existing contract under Public Contracts Regulations 2015 72 (1) (b) for a three year period within the constraints indicated in the confidential appendix.
• Subject to a suitable agreement, to publish a modification notice of the intention to vary the existing contract on the EU procurement (OJEU) website.
• Subject to the satisfactory conclusion of a 30 day notice period vary the existing contract with Continental Landscapes Ltd to commence for a three year period from the end of the existing contract until 31st December 2024.
• To vary the existing contract with Continental Landscapes Ltd to implement the Leeds ‘real’ living wage with effect from the date of decision publication by providing additional funds which would ensure that employee pay is matched to the minimum pay point adopted by the council.

The Chief Officer Communities approved grant funding to Voluntary Action Leeds from the Third Sector Infrastructure Support Fund Grant Fund from 1st May 2019 to 31st March 2020. The maximum grant payment will be £221,001.00

The Deputy Director, Learning agreed the contents of a business case in respect of a child or young person with complex needs and the individual costs exceed £100,000.

Placement in the Authority’s own College settings has been considered and explored. Following consultation, none of these provisions are able to meet the needs of the young man thus requiring the local authority to seek provision elsewhere. The authority has a statutory duty to make provision for this child whilstever he has an Education Health and Care Plan (EHCP) up to the age of 25 years

The cost of this placement is £251k per annum.

It is considered in the public interest that information contained in the business case is exempt from publication as it relates to a vulnerable child or young person within the City and the actions taken are to enable that person to receive their entitlement to a Post 19 education as well as for reasons of safeguarding.

The Chief Officer, Housing Management, approved the proposed ring-fencing arrangements in order to expedite the rehousing of 96 households thereby facilitating further work to the Highways blocks

The Deputy Director, Children & Families agreed the recommendation of a report relating to the placement of a child/young person. The individual costs of the place are £225, 992.00.

The Head of Land and Property has approved the repurchase 58 Lingfield Drive, Moortown, Leeds, LS17 7HD on the terms detailed in the confidential appendix for Resources and Housing to return to council housing stock.

The Head of Active Leeds approved the waiver of the following contracts procedure rule: Contracts Procedure Rules No 8.1 and 8.2 – Intermediate value procurements, and awarded a contract to Leeds Beckett University in the sum of £12,000. The contract commenced on the 01.03.19 and expires on the 28.02.21.

The Chief Officer Elections & Regulatory approved a 12 month extension to the existing Domestic Pest Control Contract
