LBS Mobilisation of Housing RR&V in the South: TUPE and capital funding injection

Housing’s responsive repairs and voids, including cyclical maintenance services (RR&Vs) are currently delivered by the external contractor Mears Limited in the South of the City. On 1 July 2021, these services will transfer to the Council’s in-house service provider Leeds Building Services (LBS). All Mears staff working on the South contract will transfer to LBS as LCC employees in accordance with TUPE regulations. The service is now preparing for the growth of up to 100 staff. Detailed analysis has been undertaken looking at the capital requirements including additional fleet and IT needs.

This is a key decision because it incurs a capital injection, procurement and expenditure of up to £1.728M.
