Executive board is requested to approve the Homelessness and Rough Sleeping Strategy 2023 – 2028

Impact On Wards

Homelessness can be experienced by anyone and people across all wards in Leeds can be impacted by homelessness. This Strategy is designed to provide strategic direction for the council, and its stakeholders, to support people throughout the city, in all wards.

Financial and procurement implications

The Strategy has a preventative and early intervention theme and focuses on tackling homelessness at the root cause. The Strategy aims to maintain existing, or reduce, temporary accommodation placements, therefore averting spend pressures on the council. 

Partnership working

The Strategy has been designed in consultation with a wide range of stakeholders with an aim for it to be a working document to set the strategic direction for those working in the homelessness sector improve outcomes for the people in Leeds.

Consultation process

The Strategy has already gone through extensive consultation involving a wide range of stakeholders. The process of consultation is described in the Strategy. A main focus of the consultation was through the Homelessness Prevention Forum which is attended by a large number of partners and those with lived experience. Consultation has also taken place with young people for example, through attending our youth hub, and through attendance at the LGBT+ Social and Wellbeing Café. The Strategy sets out further commitment to consult and engage with groups of people in the community to inform future service design.
