The report outlines the receipt of £24.3m of capital funding from the Department of Levelling Up, Housing and Communities Towns Fund which has been injected into the Council’s capital programme. The report details the approved Town Investment Plan six projects and the subsequent approval of the Summary Business Cases by Towns Fund team.
The report outlines the governance that has been developed and adopted and the continued role for the Council in supporting the Town Deal Board as accountable body for the funding and management of the delivery programme over its lifetime.
The report also outlines the high-level principles and process in relation to subsidies, including the process for the third-party grant awards as part of the delivery approach.

a. Approve that the Director of City Development will use delegated powers to approve project capital spend in consultation with the Executive Member for Sustainable Development and Infrastructure, and the Morley Town Deal Board.
b. Approve that the Director of City Development will use delegated powers to enter into any appropriate contracts or grant agreements required inconsultation with the Executive Member for Sustainable Development and Infrastructure, and the Morley Town Deal Board.
