Design and Cost Report for the development of a new horticulture nursery at Whinmoor Grange

i)  Approve an injection of £6.5m into capital scheme.

ii)  Approve expenditure of up to £6.5 to design and build a replacement horticultural nursery for LCC Parks and Countryside service at Whinmoor Grange and re-locate other services from the existing Red Hall depot

iii)  Approve in accordance with CPRs 3.1.8, and 3.1.10, the selection of a single stage develop and construct procurement approach via an open non-EU procurement to obtain a specialist contractor to undertake the proposed construction of a horticultural nursery glasshouse at Whinmoor Grange, and in accordance with CPR 15.2, the evaluation criteria of 70% cost and 30% quality.

iv)  Approve the current designs and costs for Whinmoor Grange nursery.
