Note and endorse the procurement process undertaken and the scheme that has been produced. |

Approve Town Centre Securities as the Council’s preferred development partner.
Approve the recommended legal structure for the development partnership and the associated Heads of Terms as detailed in the confidential appendix. |

Approve the introduction of a scheme into the Capital Programme for the recommended sums as detailed in the confidential appendix.
Delegate authority to the Director of City Development to a make all subsequent decisions that may be necessary to deliver this scheme.
