The Head of Strategic Development and Investment agreed to approve the request to award the contract in the sum of £139,310.80 to R.H.Fulwood & Co. Ltd. for construction of a one classroom extension to Farsley Farfield Primary School.

The Chief Officer Property and Contracts approves the utilisation of the YOR Build Framework in place with Leeds City Council to procure construction related works.

The Director of Environments and Housing agreed to the amendments stated in this report to ensure smooth transition for the continuity of the rent arrears process thereby reducing the risk to the process.

The Chief Asset Management and Regeneration Officer has given approval to declare the self-build sites (as listed in the subject heading) surplus to Council requirements and to sell the sites by way of inviting offers.

The Cheif Officer, Strategy, Commissioning and Performance agreed to:
* note the negotiations held with Solicitors acting on behalf of the school, DfE and the Academy Trust; and
* give authority for the Commercial Transfer Agreement to be executed and completed to enable the Academy to open on 1st May 2014.

The Chief Officer, Strategy, Performance and Commissioning, Children's Services accepts the appropriation of the Ryecroft Primary School site from the Department of environment and Housing following the site being declared surplus to departmental requirements and approval in principle being agreed at April's AMB.

The Chief Officer, ICT approves the commencement of a procurement for Autodesk subscription, support, training and consultancy with a contract term of two years. In addition, given the is a simple procurement for commoditised products, approval is also given that this procurement is managed by ICT Strategic Sourcing without the use of the standard procurement plan template.

The Head of Strategic Development and Investment agreed to authorise expenditure of £175,000 from Capital Scheme Number 16778/REF/000 on minor capital building works and equipment at a number of Children's Centres across the city.

The Chief Asset Management and Regeneration Officer has approved the selection of a contractor for the new green space at Sovereign Square via the YorBuild Framework and, the evaluation criteria of 60% price and 40% quality for the procurement of the contractor to undertaken the proposed new green space at Sovereign Square.

The Chief Officer Communities approves that the rental fees for NACRO’s use of office space within Mandela Community Centre are discounted to £2,000 for a period of 12 months starting 24th March 2014. It is suggested that the arrangement be reviewed annually to determine whether the letting agreement should continue and that the rate of subsidy is appropriate.

The Head of Engineering Services approved the waiver of Contract Procedure Rule: 8 between £10K and £100K Intermediate Value Procurement and approved the purchase of Traffweb Software for a period of 3 years extendable annually for a further 6 years.

The Head of Engineering Services:

i) considered and overruled the objections received to the advertised draft Traffic Regulation Orders; Leeds City Council (Traffic Regulation) (Movement Restriction) (No.7) (Order) 2013;

ii) gave authority to make, seal and implement the Leeds City Council (Traffic Regulation) (Movement Restriction) (No.7) Order 2013, as advertised with an amendment to the loading and unloading exemption from 8:00pm to 7:00pm; and

iii) instructed the City Solicitor to inform the objectors accordingly.
