The Chief Officer, Access & Care, approved the contents of a report regarding a care plan in respect of a person with complex care needs, the individual cost of which is £116, 466 per annum.

It is considered in the public interest that information contained in the report is exempt from publication as it relates to a vulnerable citizen of the City and the actions being taken to enable that person to live independently in a safe environment.

The Chief Officer, ICT approves the waiver of Contract Procedure Rules 8.1 and 8.2 to enter into a contract with Esendex limited for the provision of a bulk SMS messaging service.

Following consideration of this matter by Licensing Committee on 10th June 2014 (report attached) the Head of Licensing and Registration approved the policy in respect of 3 year driver licences for private hire and Hackney carriage drivers. It is noted that the issue may be subject to review by Members in future.

Following consideration of this matter by Licensing Committee on 17th December 2013 (report attached) the Head of Licensing and Registration approved the policy in respect of the introduction of 3 yearly DBS checks on licensed drivers, Hackney carriage proprietors and private hire operators. It is noted that the issue may be subject to review by Members in future.

The Director of Neighbourhoods and Housing approved the implementation of the Phase 1 restructure of the Leedswatch service – incorporating CCTV, Security and Out of Hours Emergency Calls and Parkswatch.

The Director of Environments and Housing agreed to approve a temporary Project Manager post within Housing Management (PO2) for a twelve month period funded.

The Acting Head of Transport Policy:

i) authorised the detailed design and subsequent implementation of a scheme in the Otley and Yeadon Ward, as shown on drawing TMW27-3-1969_01b, to introduce a new zebra crossing facility on Burras Lane, Otley, at a cost of £19,000;

ii) gave authority to incur capital expenditure of £9,000,funded from the LTP Transport Policy Capital Programme ( note that £10,000 of the job costs will be charged to Councillors and Area Management accounts ); and

iii) gave authority to display a Notice on site under provision of Section 23 for the Road Traffic Regulation Act 1984 to inform the public of the proposed zebra crossing.

i) authorised the detailed design and subsequent implementation of a scheme in the Otley and Yeadon Ward, as shown on drawing TMW27-3-1968_01b, to introduce a new zebra crossing facility on Newall Carr Road, Otley;

ii) gave authority to incur expenditure of £19,000, being £12,000 construction costs and £7,000 design fees, funded from the LTP Transport Policy Capital Programme; and

iii) gave authority to display a Notice on site under provision of Section 23 for the Road Traffic Regulation Act 1984 ro inform the public of the proposed zebra crossing.

The Acting Head of Transport Policy:

i) authorised the detailed design and subsequent implementation of a scheme in the Adel and Wharfedale Ward, as shown on drawing TMW-1-3-1971_02, to introduce a new pedestrian refuge and a series of waiting restrictions on A660 Otley Road, Adel;

ii) instructed the City Solicitor to advertise a draft Traffic Regulation Order to introduce a series of waiting restrictions as described in paragraph 2, and if no valid objections are received, make and seal the Traffic Regulation Order as advertised; and

iii) gave authority to incur expenditure of £22,000 being £13,000 works costs, £7,000 staff fee costs, and £2,000 legal / advertising costs, funded from the LTP transport policy capital programme.

The Section Head of Taxi & Private Hire Licensing approves the application for the Citroen Berlingo 5 by Automotive Group to be included on the approved list of Hackney Carriage Wheelchair Accessible Vehicles.
Although the vehicle fails to meet Condition 4.4.4 (step height dimensions) a similar variation was approved in July 2007 following an application from Cab Direct/Allied Vehicles.
The Citroen Berlingo 5 meets the remaining Leeds City Council conditions for licensing as a Wheelchair Accessible Hackney Carriage Vehicle.

The Deputy Chief Executive is requested to give Authority to Spend of £143,157 in order to effect the partial refurbishment of the first floor of Leeds Town Hall and the relocation of 52 staff from Childrens Services from Merrion House in accordance with New Ways of Working.

The Deputy Director, Safeguarding, Specialist & Targeted services agreed to approve retrospectively the waiver of Contracts Procedure Rule No. 3.1.15 - 'Requirement to use the Council's standard tender documentation', to allow the utilisation of the previous tender documentation for the individual support work framework contract. This will add additional providers form 1st January 2015 until the contract expires in December 2017 and ensure that the two contracts are managed in the same way.

The Area Head of Targeted Services (ENE) agreed to publish the attached record of decisions made in September 2014.

The Director of Environment & Housing agreed to authorise £81,536.00 from parent capital scheme number 16500/BEI/000 during 2014/15 .
Back Cautley Road and Copperfield Mount have been in a state of disrepair for many years. As part of the initial SCIP resident consultation, the local community identified environmental improvements to this area as their top priority. A scheme has been developed by Parks & Countryside, with the input of local residents, to transform the overgrown areas into useable garden plots, demolish unsafe garages and install fencing to improve community safety and reduce levels of environmental crime.
Scheme costs are £81,536.00, spend is expected in Oct/Nov 2014

The Director of the Public Health approves the funding in advance to set up a Winter Wellbeing small grants scheme with Leeds Community Foundation by;
• awarding a contract to Leeds Community Foundation for the administration of the scheme (£3,000 per annum (equivalent of 5.17% of annual small grants allocation));
• providing an annual grant contribution of £58,000 for the scheme for 3 years (for community groups to apply for funding to support low value local projects and initiatives.)
• These funds would be paid in advance to enable Leeds Community Foundation to administer the grants and provide the funds to community groups

The Director of Environments and Housing has approved the sub-delegation scheme attached as Appendix 1 to the attached report. The Director of Environment and Housing has agreed the that Chief Officer Property and Contracts can make decisions in relation to commissioning and procurement activity. Such activity should be carried out in accordance with the Contracts Procedure Rules. The Chief Officer Property and Contracts (in consultation with the Chief Procurement Officer) can make decisions only on contracts with a value of under £250k per annum. All other procurement decisions to remain with the Director of Environments and Neighbourhoods..

The Head of Governance Services is asked to approve the following appointment:
• Re’New Leeds – Cllr A Khan to be appointed in order to fill the current “Whips Nominee” vacancy

The Deputy Director of Adult Social Services approved the waiver of the following Contracts Procedure Rule(s): no 8 and approve purchase two Crown Work Assist Vehicles (WAV 50 Series) for use within the warehouse at Assisted Living Leeds.
Implementation of the decision will be carried out by the Service Manager – Leeds Community Equipment Service and Tele Care.

The Deputy Chief Executive has approved In July 2014, the government announced the 'Growth Deal' for Leeds City Region — that is, the allocation of funding for local projects and programmes supporting the creation of jobs and the acceleration of growth. Funding begins in April 2015, and, including support for the West Yorkshire plus Transport Fund, the LEP has secured over £70m for the coming financial year and £573m overall for the period to 2020-21. As part of the preparation for delivery, the LEP team needs to develop project management, monitoring and evaluation arrangements, as well as assist with further project development and appraisal for the capital projects that have been successful in attracting support. The current staffing resources available to the team are insufficient to carry out the necessary work. This decision involves the engagement of VG Analytics to provide the required resources and skills to ensure the work can be completed
quickly and to a high enough standard.

The Deputy Director, Learning, Skills & Universal Services agreed to:
(I) approve a new competitive tender exercise to set up a new framework for 11-19 offsite learning providers, using the same service specification and tender evaluation process that was used for the framework agreements already established.
(II) approve the waiver for the following CPRs:
* CPR 3.1.15 - Requirement to use the Council's standard tender documents; and
* CPR 15.2 - Tender evaluation - in order to evaluate tender submissions on the basis of 20% for price and 80% for quality.

The Director of Environment and Housing is requested to approve the write off the irrecoverable Sundry Debts in the sum of £19,718.61 represented by 55 accounts.

The Director of Environment and Housing agreed to approve applications to the Court to have the leases forfeited for two properties in the Leeds 6 and Leeds 17 areas of the City.

The Director of Adult Social Services approved the move of the Business Analysts from the Programme Office to IM&T on a permanent basis and to include additional posts in the restructure.

The Director of Adult Social Services also approved the proposed structure and recruitment which supports key council objectives to support delivery of the Care Act, strategic and operational support for integration including integrated teams and support for a significant number of projects for the Better lives themes. The Head of Information Management and Technology will be responsible for the recruitment process which will is planned to be completed by December 2014.

The Director of Environment and Housing agreed to approve the write off irrecoverable Former Tenants Arrears in the sum of £115719.59 represented by 158 accounts.

The Deputy Director, Children's Sercies (Learning, Skills & Universal Services) agreed to:
* approve the request to award the contract in the sum of £526,774.40 to QED for the Basic Need new build expansion of East Ardsley Primary School;
* authorise the signature of the deed of variation of the Project Agreement required to implement this scheme;
* authorise the signature of the independent certifiers' deed of appointment and collateral warranties with the main building contractor, architect and structural engineer; and
* authorise the signature of all other documentation that is required to deliver the project in the opinion of the Programme Manager, Built Environment.

The Director of Environment and Housing awarded a contract to Faun Zoeller for the replacement of 17 refuse collection vehicles at a cost of £2.472m

The Head of Strategic Development & Investment has:
* Authorised expenditure of £110,943 from capital scheme number 16585/BGE/MSJ to enable the proposed internal remodelling of Manston St. James Primary School.
* Noted the programme dates identified in section 4.2 of this report in relation to the implementation of this decision. The final delivery date for this scheme is September 2014.

To undertake a public consultation exercise about a draft Council Tax Support scheme for 2015/16.

The decision to carry out a public consultation exercise on a draft Council Tax Support scheme for 2015/16 was approved by Executive Board in July 2014 with Executive Board also delegating authority to the Assistant Chief Executive (Citizens and Communities) to decide the detail of the draft scheme for consultation.
