Purpose:

In December 2020 Leeds City Council were awarded a grant from Public Health England after a successful bid to the Rough Sleeping Drug and Alcohol Treatment Grant Programme.  This funding was to establish a drug and alcohol street based lifestyle team to provide specialist support to people rough sleeping and recovering from rough sleeping.

The grant from Public Health England also provided for additional funding to be paid to Leeds City Council for additional treatment costs, detoxification and rehabilitation costs and additional support costs as a result of people rough sleeping and recovering from rough sleeping entering treatment.

Approval is being sought

1.  To provide funding to Humankind, the lead provider of the Forward Leeds drug and alcohol service, to provide the additional treatment, detoxification and rehabilitation costs and support costs.

2.  For further grant funding received from Public Health England, that will that be awarded throughout the project, to continue to be utilised by Humankind for additional treatment, detoxification and rehabilitation and support costs. The amount of funding is unknown as it will be based on activity levels from the previous quarter.

3.  For any future funding received relating to this decision to be allocated in the same way as outlined above via SOD or admin decisions as appropriate.

This is a key decision as expenditure is over £500,000 with the funding being provided by a Section 31 grant from the Public Health England Rough Sleeping Drug and Alcohol Treatment Grant.

 

Decision:

The Director of Public Health approved the allocation of £349,648 as a grant (payable in instalments) to Humankind for additional structured drug and alcohol treatment support from 1 July 2021 to 31 March 2022.  Responsibility for implementation of this decision is the Integrated Commissioning Team, Adults and Health.

The Director of Public Health approved spend of up to £326,588 of the additional funding allocated by Public Health England to be used to recoup expenditure allocated for additional treatment, prescription, detoxification and rehabilitation costs.

The Director of Public Health noted that further approvals will be sought as additional grant payments are made by Public Health England under the Rough Sleeping Drug and Alcohol Treatment Grant Programme.
