Purpose:

To approve the development of proposals and initial investment in fostering and placement support services to continue to improve outcomes for children by creating increased in-house capacity for children and young people to reduce reliance on externally commissioned fostering and residential placements and in so doing to generate savings across children and family’s placement budgets. 

Decision:

The Director of Children & Families has agreed to:

a)  Note the content of the report and invest to save proposition for new capacity within the fostering and placement support services;

b)  Approve the overall business case as described in this report; and

c)  Approve the establishment of the required new posts, as identified at appendix 1.

The initial proposals were considered by Executive Board on 22nd September 2021 and included in the consultation on budget proposals in advance of the 2022/23 budget.
