There were no late items.  The following supplementary information was submitted with regards to Agenda Item 8, Outer East Community Committee Finance Report:

Funding application for Leeds LGBT+ Sport Fringe Festival

To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-16 of the Members’ Code of Conduct.

There were no declarations of Disclosable Pecuniary Interests.

To confirm as a correct record, the minutes of the meeting held on 10 December 2019

RESOLVED – That the minutes of the meeting held on 10 December 2019 be confirmed as a correct record.

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair. No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

To receive and consider the attached report of the Head of Stronger Communities

The report of the Head of Stronger Communities provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget as well as the Community Infrastructure Levy Budget.

Carl Hinchliffe, Senior Localities Officer presented the report.

·  There was a total of £12,960.54 remaining in the Wellbeing Revenue Budget for 2019/20.  Availability of funds for each Ward was reported.

·  Projects for consideration:

o  VE/VJ Commemorations – Members were informed of proposals for events within the Temple Newsam Ward.  £500 was requested from each ward from the 2020/21 Wellbeing Budget.

o  Outer East Activity Programme – the proposed events had been recommended by the Children & Families Sub-Group and were spread across the Outer East Area. £800 was requested from each ward from the 2020/21 Youth Activities Fund budget.

o  Mini Breeze Event – This would be held in Garforth and was always a well attended event.  £3,600 was requested from Garforth & Swillington 2020/21 Youth Activities Fund Budget.

o  Tribe Youth Group (Seniors Community Project) – This had been a previously successful project and had won a Child Friendly Award.  £5,600 was requested from Cross Gates & Whinmoor 2020/21 Youth Activities Fund.

o  Youth Service – Cross Gates & Whinmoor, Temple Newsam – Members praised the work of the Youth Service and positive engagement with Young People.  £19,540 was requested from Cross Gates & Whinmoor and Temple Newsam 2020/21 Wellbeing Budget.

o  ACamps Summer Camps – These camps also gave opportunity for young people to access other sports and activities with links to local clubs.  Thanks were expressed to Helen ???? of the Garforth Cluster.  £4,150 requested from Garforth & Swillington 2020/21 Youth Activities Fund.

o  Youth Service – Garforth & Swillington, Kippax & Methley – Young people had been involved in choosing school holiday activities.  £14,533 requested from Garforth & Swillington and Kippax & Methley 2020/21 Youth Activity Funds.

o  Rhinos Summer Camps – The amount requested was lower than last year although there was an increase in the amount for attendees to pay.  There was discount for vulnerable families.  £8,000 was requested to be split from all wards 2020/21 Wellbeing Budget.

o  Dance Fever Academy Bootcamps – This was supported by the Youth Service - £7,766 was requested from Temple Newsam 2020/21 Youth Activities Funds.

o  TNCP School Holiday Activity Programme – This was supported by Temple Newsam Members - £9,556 requested from Temple Newsam 2020/21 Youth Activities Fund.

o  Found Fiction – This project was supported by the Youth Service - £1,000 was requested from the Cross Gates & Whinmoor and Kippax & Methley Youth Activities Funds.

o  Breeze Holiday Camps - £1,700 requested from Kippax & Methley and Garforth and Swillington 2020/21 Youth Activity Funds.

o  Drugs: The Truth – Detail of funding from elsewhere was requested - £10,000 requested to be divided from all four wards 2020/21 Wellbeing Budget.

To receive and consider the attached report of the Head of Stronger Communities

The report of the Head of Stronger Communities brought Members attention to an update of work which the Communities Team is engaged in based on priorities identified by the Community Committee.  It also provided opportunity for further questioning, or to request a more detailed report on a particular issue.

Carl Hinchliffe, Senior Localities Officer presented the report.

The following was discussed:

·  The Children & Families Sub Group had met on 11 February to discuss Youth Activity Fund applications.  Thanks were expressed to Bali Birdi, Senior Localities Officer for her work in co-ordinating the applications.

·  The Environment Sub Group had recently met.  Arrangements for grit bins had been discussed and there would be an update from Parks & Countryside in June 2020.

·  Leeds Anti Social Behaviour Team. Figures for incidences of anti-social behaviour were included in the report.  Sergeant Ian Micklethwaite addressed the meeting.  Issues discussed included the use of dispersal orders; work of the off-road bike teams; shift changes for PCSOs to tackle problems at peak times and use of CCTV.

·  Defibrillators – details of defibrillators to be fitted at locations across Outer East Leeds were discussed.

·  Housing – Members were given an update on housing issues including voids, income collection and Annual Home Visits.

·  Housing Advisory Panel – the next meeting would be held on 23 March 2020.  Members were informed of projects carried out that had received funding.

·  Youth Service Update

·  Social Media Update

·  The next LASBAT meeting was due to be held on Thursday, 12 March 2020 at 4.00 p.m. at The Barnbow.

To receive and consider the attached report of the Head of Stronger Communities

The report of the Head of Stronger Communities introduced a report, regarding an update that outlined the progress made by the Clinical Commissioning Group (CCG) in establishing Urgent Treatment Centres (UTC) in Leeds as well as public awareness campaigns.

Shaq Rafiq, NHS Leeds CCG, was in attendance and provided an overview of the report along with some background context. Members were informed of the following:

·  The difference between urgent centres, and emergency departments and the options available;

·  Leeds had been used as a pilot, and it had been identified that 5 UTCs would be proposed;

·  Two ‘co-located’ centres alongside A&E at Leeds General Infirmary (LGI) and St. James Hospital;

·  Three community based centres at St. George’s UTC, Wharfedale Hospital and a third likely in the Seacroft area;

·  The opening hours of the UTCs are proposed between 8am – 11pm;

·  The UTCs can be accessed directly though the NHS 111 service.

In response to comments and questions, the following was discussed:

·  The community engagement process

·  Proposed opening hours of 08:00 to 23:00 for Urgent Treatment Centres

·  The need to consider future house building and concern that there was a lack of input from health providers in relation to this.

·  The desire to see provision in the Seacroft area.

To receive and consider the attached report of the City Solicitor

The report of the City Solicitor asked Members to consider the proposed Community Committee meeting schedule for the 2020/21 Municipal Year.

The following dates were proposed:

·  Tuesday, 16 June 2020

·  Tuesday, 29 September 2020

·  Tuesday, 8 December 2020

·  Tuesday, 9 March 2021

All meetings to commence at 4.00 p.m.

Members were also asked to consider whether they wished to consider any revisions to the meeting schedule and venue arrangements.

RESOLVED – That the Outer East Community Committee meets at 4.00 p.m. on the following dates in the 2020/21 Municipal Year:

·  Tuesday, 16 June 2020

·  Tuesday, 29 September 2020

·  Tuesday, 8 December 2020

·  Tuesday, 9 March 2021

Meeting venues to continue to be arranged on a meeting by meeting basis.
