Open Forum

In accordance with paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

 

Minutes:

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee.  The following was discussed:

 

·  Woodhouse Moor – concern was highlighted regarding damage done to the drainage system by heavy vehicles when there had been events at the moor.  This had led to surface damage and flooding on the moor.  It was proposed to arrange a site meeting with the Executive Member and representatives of Parks & Countryside and also the Friends of Woodhouse Moor.  There had also been damage to Monument Moor following the Valentines Fair.

·  Problems with graffiti in Hyde Park – it was reported that there had been a successful anti-graffiti group in Headingley which had included the involvement of local residents.  The Council was committed to remove any obscene and discriminatory graffiti within 24 hours but could not tackle all graffiti immediately.

·  Further to previous suggestions that landlords be invited to a future meeting, an update was given on work that had been undertaking by housing to clear gardens and bin yards.  It had been more difficult to engage with private landlords.

·  Concern that the 420 Friendly Day would be meeting on Woodhouse Moor soon and the need for litter clearance.

There were no late items.  A supplementary application for funding for the Sanskar Group had been submitted to be considered along with Agenda Item 9, Inner North West Community Committee Finance Report.

Minutes:

The report of the Head of Stronger Communities introduced a report, regarding an update that outlined the progress made by the Clinical Commissioning Group (CCG) in establishing Urgent Treatment Centres (UTC) in Leeds as well as public awareness campaigns.

 

Shaq Rafiq, NHS Leeds CCG, was in attendance and provided an overview of the report along with some background context. Members were informed of the following:

 

·  The difference between urgent centres, and emergency departments and the options available;

·  Leeds had been used as a pilot, and it had been identified that 5 UTCs would be proposed;

·  Two ‘co-located’ centres alongside A&E at Leeds General Infirmary (LGI) and St. James Hospital;

·  Three community based centres at St. George’s UTC, Wharfedale Hospital and a third likely in the Seacroft area;

·  The opening hours of the UTCs are proposed between 8am – 11pm;

·  The UTCs can be accessed directly though the NHS 111 service.

 

RESOLVED – That the report be noted.

Minutes:

The report of the Head of Stronger Communities provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget as well as the Community Infrastructure Levy Budget for 2019/20.

 

Marcia Cunningham, Localities Officer presented the report.

 

The following was discussed:

·  Remaining balances in the Wellbeing Budget.

·  Youth Activities Fund projects recommended for approval by the Children and Families Sub-Group.

·  Wellbeing applications recommended for approval at the recent Finance Workshop.

·  Ring fenced funds recommended for approval by the Finance Workshop.

·  Discussion on projects received following the Finance Workshop:

o  Leave Leeds Tidy – Leeds University Union & Leeds Beckett Student Union - £13,081 had been requested which was an increase on last year.  It was suggested to approve a total of £5,000.

o  Woodhouse Moor Bye-Law Enforcement Project 2020 - £16,404.44 was requested.  It was proposed to approve £10,000 in line with the previous year’s funding.

o  Mums Time to Shine - £4,970.88 requested.  The funding would go towards premises hire, publicity and provision of activities.  The proposal was supported and monitoring information was requested.

o  Circus Berserkus - £6,090.98 requested.  Members did not support this application.

o  LGBT+ Sport Fringe Festival - £2,000 requested

·  25 Years of Hyde Park Unity Day – some concern was expressed that this was not inclusive to all communities and had progressed to be a beer and music festival.  There were also concerns of noise disturbance.  It was reported that beer and music had always had a predominance at the event but there were alcohol free areas and activities for all.  All sound systems would finish at 8 p.m.  Attempts had been made to encourage attendance from all communities.  Members agreed to support the application for funding but would like to see the event be more inclusive.

·  Hyde Park Active – there had been discussion with the Universities to try and obtain some discount on the use of the facilities.

·  Older Wiser Local Seniors (OWLS) - £18,900 was requested from the capital budget.  It was suggested that £9,450 be granted from the Capital Budget and the remainder to come from the CIL budget.

·  Details of the CIL Budget.

·  Late application from Sanskar Group - £3,500 was requested.  Members were supportive of this application.

 

RESOLVED –

(1)  That details of the Wellbeing Budget position be noted.

(2)  That monitoring of funded projects be noted.

(3)  That details of the Youth Activities Fund be noted.

(4)  That details of the Small Grants & Skips Budget be noted.

(5)  That details of the Capital Budget be noted.

(6)  That details of the Community Infrastructure Levy be noted.

(7)  That the following projects recommended for approval by Children and Families Sub-Group be approved:

o  Mini Breeze in Inner North West - £7,200

o  Urban Arts Workshops – Breakdancing and DJing - £5,145

o  Youth Space @BLC - £1,050

o  Welcome Inn Youth Group - £11,111.52

o  Headingley and Kirkstall Youth Band - £1,250

o  Weetwood Youth Project - £1,500

The report of the Head of Stronger Communities brought Members’ attention to an update of the work which the Communities Team was engaged in, based on priorities identified by the Community Committee.  It also provided opportunity for further questioning or to request a more detailed report on a particular issue.

The following was discussed:

 

·  Members were give an update on the work of the Local Care Partnerships and nominations were sought for the Holt Park LCP & Woodsley LCP (meet jointly) and the Leeds Student Medical Practice.

·  Defibirilators – Members were given update on new defibrillators that had been ordered in the Inner North West area.  Details of locations would be distributed to Members.

·  Food banks – information was requested on the locations of residents using foodbanks.  It was reported that there ha dbeen a report to Scrutiny which would be distributed to Members.

·  There was a social media update and Community Committee Newsletter appended to the report.

To receive and consider the attached report of the City Solicitor

Minutes:

The report of the City Solicitor asked Members to consider the proposed Community Committee meeting schedule for the 2020/21 Municipal Year.

 

The following dates were proposed:

 

·  Thursday, 25 June 2020

·  Thursday, 24 September 2020

·  Thursday, 3 December 2020

·  Thursday, 11 March 2021

 

It was proposed for meetings to commence at 4.00 p.m.

 

Members were also asked to consider whether they wished to consider any revisions to the meeting schedule and venue arrangements.

 

Members discussed the proposed start time of 4.00 p.m. and broadly felt that this was too early due to other commitments.  It was felt that a start time of 6.00 p.m. would be more suitable.

 

RESOLVED – That the Inner North West Community Committee meets at 4.00 p.m. on the following dates in the 2020/21 Municipal Year:

 

·  Thursday, 25 June 2020

·  Thursday, 24 September 2020

·  Thursday, 3 December 2020

·  Thursday, 11 March 2021

 

 

Meeting venues to continue to be arranged on a meeting by meeting basis.
