a)  The Lord Mayor reported the recent death of Honorary Alderman Malcolm Bedford, a former Lord Mayor, and Council stood in silent tribute.

The Executive Member (Children’s Services) informed Council of the current position following the recent death of a looked after child.

Deputations

To receive deputations in accordance with Council Procedure Rule 10

Two deputations were admitted to the meeting and addressed Council, as follows:-

 

1)  Sparrow Park Action Group regarding taking over/restoring of Sparrow Park for the use of the community.

 

2)  Leeds residents regarding events in China.

a)  That the subject matter in respect of the deputation for Sparrow Park be referred to the Executive Board for consideration.

 

b)  That the subject matter in respect of the deputation regarding events in China be referred to the General Purposes Committee for consideration.

c)  Independent Remuneration Panel – Members Allowances

 

It was moved by Councillor J Lewis, seconded by Councillor Lowe that the report of the Chief Officer, Democratic and Central Services, presenting the report of the Independent Remuneration Panel, along with its recommendations and a response to those recommendations be approved, and that Council authorise the City Solicitor to move any consequential changes to the Members’ Allowance Scheme.

 

d)  Members’ Code of Conduct

 

It was moved by Councillor J Lewis, seconded by Councillor G Latty, that the report of the City Solicitor, presenting new conduct arrangements for Members under the Localism Act 2011 be approved.

Would the Leader of Council care to explain why he did not consult with the leaders of the other political groups before taking the decision to withdraw Council support for the Yorkshire International Business Convention, and would he accept that this decision has been seen as a snub to one of the world’s most respected spiritual leaders?

Does the Executive Member responsible for community safety think it is a good idea for the police to consult regularly with local members?

Will the Executive Member responsible for the development of new allotments tell the Council when the volunteers of Alwoodley Allotment Association will receive the information about possible sites that was to be given last January or would he prefer me to read out the whole miserable saga of delay, disappointment and despair?

Presuming that the Executive Board Member agrees with his administration’s commitment to delivering front line services then why is he in charge of a Department that is inadequately resourcing the Parkswatch Team to the detriment of residents in the north of the City and causing extra work for the Parks & Countryside staff in trying to address the issues of anti-social behaviour in a number of Parks & Countryside assets?

Minutes

To receive the minutes in accordance with Council Procedure Rule 2.2(i)

Minutes:

It was moved by Councillor Wakefield, seconded by Councillor J Lewis that the minutes be received in accordance with Council Procedure Rule 2.2(i).

 

Council Procedure Rule 4, providing for the winding up of business, was applied prior to all notified comments on the minutes having been debated.

 

 

The meeting was suspended at 4.55 pm and resumed at 5.25 pm.

Back Bench Community Concerns

To receive Back Bench Community Concerns in respect of;

 

a)   S Lay - The future of Wharfedale Hospital and the provision of intermediate care in the Wharfe Valley and the north of the City.

During discussion on this item it was moved by Councillor G Latty, seconded by Councillor Lamb, and leave of Council was given to allow the introduction of a sixth Community Concern in the name of Councillor Robinson.

This Council views with great concern the activities of landowners and house builders who appear to be making a concerted and deliberate attack on localism by preparing to inundate the Council with planning applications for PAS land.

 

Council calls for an all-party delegation to visit the Secretary of State for Communities and Local Government to seek his urgent intervention in this matter.

Withdrawal of Amendment

Minutes:

Under the provisions of Council Procedure Rule 14.11, with the consent of the seconder and of Council, Councillor Campbell withdrew the amendment in his name during debate of item 30 above.

 

32.

White Paper Motion (in the name of Councillor Blake) - Child Friendly City

Council reaffirms its commitment to becoming a Child Friendly City including the outcome of encouraging children and young people to chose healthy lifestyles.

 

Council further recognises that a key part of this is school sports.

 

Council applauds schools across Leeds who have taken inspiration from the London Olympics and who have organised many sporting events.

 

Council therefore instructs the Chief Executive to write to Sarah Teather, Minister of State for Children and Families, to lobby for the re-introduction of the School Sports Partnership Funding to further enable school children to develop a love of sporting activity that will help them choose healthy lifestyles and improve health outcomes.

Suspension of Council Procedure Rules and Variation of Order of Business

Minutes:

It was moved by Councillor J Lewis and seconded by Councillor G Latty that under the provisions of Council Procedure Rule 22.1 (Suspension of Council Procedure Rules), Council Procedure Rules 12.1 (Motions on Notice) and 13.1 (Motions and Amendments Requiring Notice) be suspended to allow the introduction of an Emergency Motion.

 

34.

Emergency Motion (in the name of Councillor Mulherin) - Children's Heart Surgery in Leeds

Minutes:

It was moved by Councillor Mulherin, seconded by Councillor G Latty, and

 

RESOLVED – That this Council notes with great concern the decision by the Joint Committee of Primary Care Trusts not to retain Leeds as a designated surgical centre for children’s congenital cardiac surgery services.

 

The decision will leave 5.5 million people in Yorkshire and Humber, and the 14 million people living within a 2 hour drive of Leeds, severely and disproportionately disadvantaged. Council believes the decision fails to adequately acknowledge the gold standard provision Leeds offers to patients and families as a result of the co-location of services.

 

This Council confirms its support for a referral of the JCPCT’s decision to the secretary of state, given the significant adverse impact the plan would have on the population of this region and our local health services.
