Exempt Information - Possible Exclusion of the Press and Public

1  To highlight reports or appendices which officers have identified as containing exempt information, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

2  To consider whether or not to accept the officers recommendation in respect of the above information.

 

3  If so, to formally pass the following resolution:-

 

  RESOLVED – That the press and public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information

RESOLVED – That the public be excluded from the meeting during consideration of that part of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present there would be disclosure to them of exempt information so designated in Appendix 1 of the report referred to in minute 121 both in terms of the Licensing Procedure Rules and Access to Information Procedure Rule 10.4 (3), and on the grounds that it is not in the public interest to disclose the contents as the information therein pertains to the financial or business affairs of any particular person (including the authority holding that information).

To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-16 of the Members’ Code of Conduct.

Having considered two applications for the Leeds Large Casino Licence on Monday 13th and Tuesday 14th May 2013, the Committee will re-convene to deliver its’ decision as the Licensing Authority.

 

Under the provisions of the Access to Information Procedure Rules, the substantive deliberations of the Committee have been held in closed session, the open part of the hearing having already been dealt with on 13th May 2013.

 

PLEASE NOTE – Appendix 1 of the report (Schedule 9 legal agreement) is designated as containing exempt information under the provisions of Access to Information Procedure Rule 10.4 (3)

 

Members of the public and interested parties are invited to attend to receive the decision at 2.00 pm

Further to minutes 101 to 106 of the meetings held 13th and 14th May 2013 respectively, the Head of Licensing and Registration submitted a report presenting the finalised Schedule 9 Agreement between Leeds City Council and the Authority’s preferred applicant. The signed Schedule 9 Agreement was presented as Appendix 1 of the report.

RESOLVED –

a)  That the contents of the finalised and signed legal agreement with the preferred applicants which secures the benefits offered under Schedule 9 of the Gambling Act 2005 be noted

b)  That, having considered which of the competing applicants would, in the authority’s opinion be likely if granted to result in the greatest benefit to the authority’s area, the Licensing Committee determined to grant the provisional statement to Global Gaming Ventures and to reject the submission from Leeds United Football Club
