To consider the report of the Assistant Chief Executive (Corporate Governance ) setting out details of an application for the variation of a Premises Licence for “Suburban Style Bar” 143-145 New Road Side, Horsforth, Leeds, LS18 4QD.

Minutes: The Sub Committee, having regard to the Licensing Act 2003, the Statement of Licensing Policy and the Statutory Guidance, considered the application and the written submissions before them relating to an application to vary an existing Premises License in respect of the premises known as Suburban Style Bar 143 – 145, New Road Side, Horsforth, Leeds, LS18 4QD
The applicant sought to vary the layout of the premises; add an additional licensable activity, amend hours of operation for activities and requested none standard timings. The applicant also proposed to amend conditions attached to the existing licence.
RESOLVED – That the application be granted in part, but that there be no increase in the hours of operation. The outdated condition on the previous premise licence are now removed. The measures proposed by WYP and LCC H & S to address the licensing objectives are now imposed as conditions on the new premise licence
The Sub Committee refused the request for additional hours as there remains concerns about public nuisance; in particular as they were existing problems in the area and the noise issues raised by the planning officer at the hearing.
The Sub Committee took the opportunity to advise the applicant to build a relationship with the local community |

Minutes: This application was withdrawn from the agenda prior to the meeting as the applicants and all interested parties had reached agreements on measures suggested in order to promote the licensing objectives of the City. The Premises Licence will therefore be issued by the Licensing Officer in accordance with the agreed conditions. |
