Minutes:

Cllr Hannan declared that he works at the Cardigan Centre, as members of the Cardigan Centre were attending the Community Committee meeting to present as part of the discussion item on Celebrating the Contribution of Elders Groups and Residents Across The Inner North West area, and to show how the Community Committee had supported projects at the Cardigan Centre.

RESOLVED – The minutes of the previous meeting held on 25th September 2024, be approved as a correct record, after a slight amendment to Minute 23 – Open Forum in relation to the Woodhouse Ridge Voluntary Action Group to include ‘That a householder had undertaken excavations which had caused issues with a gas pipeline, with the gas pipeline then having to be redirected’.

Matters Arising

Minutes:

Minute 18 – Minutes of 17th July 2024 - It was noted that at the September meeting Cllr Goodall had been appointed to the Leeds Student Medical Practice LCP. However, this had been omitted from the previous minutes.

 

Minute 23 – Open Forum – It was noted that the gas pipeline which had been damaged at Woodhouse Ridge had now been redirected. A meeting was to be arranged for the new year to meet with residents living near Woodhouse Ridge to discuss their concerns.

Open Forum

In accordance with paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

 

Minutes:

Residents raised concerns in relation to the noise nuisance support being received by residents. It was noted that residents had been calling the Noise Nuisance Team, but they did not often call back until hours later or were requesting access to the caller’s property to listen to the noise, which could be heard from the street without having to access homes. It was the view that most calls in relation to noise were between midnight and 2am, however the Team for some reason did not appear to be covering this period. Members recognised that the University had provided significant input into this issue, but there was a need to meet with them to discuss what had worked and what was now required. It was noted that the number of reports had reduced and that it was a minority that were causing issues. The community were still welcoming students to the area providing them with information about the area and the expectation of respect for the area that residents required. The Committee were informed that the University has a new Vice Chancellor and Cllr Pryor was hoping to arrange a meeting with them to discuss issues.

 

In relation to a new crossing, residents were informed that this had not been put in by the University, but by Highways due to the number of incidents to pedestrians and cyclists at that spot.

 

Issues were raised in relation to parking on Alexander Road and Queens Road as parking was restricting access along these routes. Residents were requesting that double yellow lines be put along one side of the road to allow residents to park only on one side allowing traffic to flow.

 

Graffiti is an issue across LS6 which makes the area unsightly. Residents were advised that following the meeting with Alison Lowe in the summer a meeting with local organisations had taken place in November to start planning a new long-term initiative to tackle graffiti in the area. Hyde Park Source has taken the lead and submitted an application for funding to the West Yorkshire Mayor’s Office in order to kickstart the project. A further meeting will take place in the New Year, and another update will be given at the next community committee meeting in March. 

 

Concerns were raised in relation to the cuts in services for older people in the area and the impact that this would have. The Chair encouraged those concerned to contact their Ward Councillors so that they were aware of which services and the impact for the Inner North West area, so Members could address concerns with the Executive Board.

This report provides the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2024/25.

The report of the Head of Locality Partnerships provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2024/25.

 

The Locality Officer presented the report and provided the Community Committee with the following information:

·  Members of the Community Committee had met earlier in the week to discuss the new applications in full. These were read out and decided on by Members as set out below.

·  Members were advised that there was currently a remaining balance of £9,050.87 in the Wellbeing Fund, with a breakdown of projects listed in Table 1 of the submitted report.

·  Projects agreed via Delegated Decision Notice since the last meeting held on 25th September were:

o  Lovell Park Fencing (Capital) £9,564

o  Leeds Hyde Park Football Club (CIL) £4,784.98

o  Meanwood Valley Partnership Christmas Light Switch On (CIL) £1,500

o  Oblong Community Project (Wellbeing) £4,000

·  The Youth Activity Fund has a remaining balance of £2,752.61 and a breakdown of projects funded was set out at Table 2 of the report.

·  The Inner North West Community Committee has a remaining balance of £84,669.19 to spend, as a result of capital injections and project spend. Capital allocations were listed at Table 4 of the report.

·  The remaining balance for Community Infrastructure Levy (CIL) is £590,939.82, with projects supported to date listed in Table 5 of the report. Members considered new applications as set out in the submitted report and made decisions as set out below.

 

RESOLVED -  

a.  Details of the Wellbeing Budget position and new applications listed (Table 1) be noted and determined as follows:

·  Opal: Funding requested for Members Christmas Party and Christmas Hampers £885. This application is 50% INW and 50% ONW - £885 - APPROVED

·  Shantona: Funding requested to run 12 weekly mental health and wellbeing sessions at Little London Primary School following the successful trial. £2,438 - APPROVED

·  Little London Football Club £1,530 - APPROVED

b. The minimum conditions (paragraph 13) be noted.

c. Monitoring information of its funded projects (paragraph 17) be noted.

d. Details of the Youth Activities Fund (YAF) position and new applications listed (Table 2) be noted.

e. Details of the Small Grants & Skips Budget and new applications listed (Table 3) be noted.

f. Details of the Capital Budget and new applications listed (Table 4) be noted.

g. Details of Community Infrastructure Levy (Table 5) be noted and determined as follows:

·  Heart Centre: Funding Requested to Upgrade boiler and Front Door to improve overall sustainability of the building - £8,400 for front door – APPROVED – Meeting to be arranged with Management of the Heart Centre to discuss further.

·  St Paul’s Church: Funding requested to help match fund renovation of the hall roof - £100,000 - APPROVED

·  SID Purchase: Funding requested for purchase of new SID Device for Wynford Avenue, Weetwood - £5,000 - APPROVED

·  Bedford Fields Community Forest Garden: Funding Requested for Garden Improvements - £19,203.80- APPROVED

The report of the Head of Locality Partnerships brings to members’ attention an update of the work which the Communities Team is engaged in, based on priorities identified by the Community Committee. It also provides opportunities for further questioning, or to request a more detailed report on a particular issue.

The Chair invited Members to update the Community Committee in respect of their work in the community and in their Champion Roles.

 

Cllr Heselwood in her role on the Leeds Bradford Airport Consultative Committee informed the Committee that the airport was due to start community engagement in the first quarter of 2025. This would provide information on the plans for the airport and to answer any questions posed from residents. 

 

Environment & Community Safety

Cllr Akhtar informed the Committee that in relation to the bins left on the streets this was still an ongoing issue which was being addressed, but with limited resources.

A meeting had taken place in November with local organisations to kickstart some work on graffiti a report will go to the Environment Sub-group in January.

 

Children and Families

Cllr Flint informed the Committee that the Youth Summit had taken place with primary aged children from across the Inner North West area and had been successful. The Children had met with the Lord Mayor and engaged well on issues in relation to climate change. The sub-group are looking to engage with sixth form pupils for the next youth summit.

 

Climate Action

Cllr Wilson informed the Committee that he is encouraging parents and pupils to walk or cycle to school and requesting support for this. It is also proposed that the sub-group is to look at actions from the community as to what is being done to support climate change.

 

Employment, Skills and Inclusive Growth

Cllr Pryor updated the Committee on the work of the sub-group in relation to getting information out to the Community Committee area in relation to jobs, apprenticeships and where to go to extra skills.

 

It was noted that an update had been received as supplementary information in relation to Cleaner Neighbours. Copies of this were available at the meeting.

35.

Discussion Topic - Celebrating the Contribution of Elders Groups and Residents Across the Inner North West pdf icon PDF 513 KB

This report is to introduce the discussion topic for the meeting Celebrating the contribution of elders’ groups and residents across the Inner North West. Several organisations and groups working with elders have been invited to the meeting to lead a discussion on their work.

The Chair of the Inner North West Community Committee introduced the discussion topic for the meeting, which was to celebrate the contribution of elders’ groups and residents across the Inner North West area. Several organisations and groups working with oler people had been invited to the meeting to lead a discussion on their work.

 

Vandan Group – Cardigan Centre

This group has been going for 20 years, everyone is welcome and the aim is to help women socialise, learn new skills and build confidence. The group work with other groups to create art works, learn English and assist with tasks such as shopping trips. At the meeting of the group, they provide snacks, coffee and a space to talk and socialise. The group has become so popular that there is now a waiting list to join, as the room is not big enough to take everyone. The Cardigan Centre is an ideal location for such groups, as it has good transport links and a car park. The group are looking for funding for a paid worker to assist with more activities. This was noted by the Chair for further discussions with Councillors and the Locality Team, as funding was limited but other options may be available.

 

The group had brought along some of the artwork that they have created, and the Committee was encouraged to look at this.

 

Elders Connect Group – Cardigan Centre

This group meets every Tuesday and was started in 2019. The aim of the group is to help remove social isolation, bring new skills and for exercise sessions.

 

The group provide a warm space with tea and coffee. This is a diverse group, and all are welcome to attend and even get some younger people attending. The staff are good, and it is friendly, like a family. The activities include health and safety, mental wellbeing, craft sessions, projects in the community, exercise classes such a pilates and trips have been organised to the art gallery and Bridlington.

 

The Committee were informed that the group had received some air fryers, so the group were learning new skills and new recipes.

 

The Group had brought along photographs of the group involved in activities for all to look at.

 

OPAL – Older People’s Action Leeds

This is a care service with the aim to reduce loneliness and isolation. Activities include exercise sessions, lunch clubs and recently line dancing. OPAL has 14 staff and approximately 100 volunteers offering 10,000 hours per year. OPAL can provide support for those with higher needs, such as emotional support and memory loss.

OPAL are in a former public house which needed refurbishment which has been undertaken and now provides a welcoming space for the community including families who use the café, which has a good selection of food and drink. The premises are also used by Ward Councillors for surgeries, the Police for PACT Meetings, and nurses who provide wound and catheter care.
