15/10/2018 - To undertake a competitive grants allocation process for the delivery of targeted short breaks for disabled children and young people for a period of twelve months from 01/04/19 to 31/03/20 ref: 48023    

Approval to undertake a competitive grants award process for the delivery of targeted short breaks for children with SEND. This is a key decision as the total expenditure will be up to £560k.  The grant process is currently undertaken annually and current projects include weekend residential breaks, youth clubs, play schemes (school holiday and weekend) and dance groups.  These short breaks are designed to both enable disabled children and young people to take part in fun activities that support their development and give parents and carers a valuable break from caring responsibilities.

These services are part of a commissioning review but a further grants round for 2019/20 is required to enable this to be implemented.

LCC is currently awaiting the final announcement from the Department of Education (DfE) on the Teachers Pay Award for 18/19 subject to consultations on discretionary options in the pay settlement it is likely LCC may need to incur additional costs above the DfE’s funding provision. Initial analysis of the potential financial implications for LCC maintained schools suggests that the costs could exceed £400k. This is in addition to the 2% pay already budgeted by finance. The definitive cost to schools will not be known until the DfE make their announcement early in September and there has been consultations with Teaching TU colleagues to negotiate new Teachers Pay Policy.

Approval is required to transfer up to £4.7M funding to local NHS partners for NHS-led Improved Better Care Fund (iBCF) schemes previously ratified by the Leeds Health and Well-being Board in September 2017.

25/09/2018 - Approval to undertake a procurement for multi-trade contractor to support Housing Disrepair team. ref: 47960    

This will not create a new project or service, but simply procure an additional contractor to supplement existing provision. The estimated value of this contract will be circa £1m. The contract will last 12 months with an option to extend for a further 12 months if required.

 

The existing general repairs service provider cannot manage current volumes and is aware of the need to procure additional capacity.
