To approve the development of proposals and initial investment in fostering and placement support services to continue to improve outcomes for children by creating increased in-house capacity for children and young people to reduce reliance on externally commissioned fostering and residential placements and in so doing to generate savings across children and family’s placement budgets.

The initial proposals were considered by Executive Board on 22nd September 2021 and included in the consultation on budget proposals in advance of the 2022/23 budget.

Consultation in relation to those decisions which flow from this will take place incrementally in relation to relevant elements of the proposal, and will be detailed in relevant reports.
