Brief Description

A report will be presented to the Director of Adults and Health requesting authority to directly award the PA payroll and Managed Bank contract to LCIL.

The award is anticipated to be 12 months plus up to 12 months contract.

The service will support all Leeds residents in receipt of a direct payment to be offered a payroll and managed bank account service.

The financial envelope available is being negotiated with an estimated value of £410k per annum.

The Director of Adults and Health approved Adults and Health and Children’s Services request to the use of the provision of the Public Contract Regulations 2015, Regulation 32(b) (ii) Negotiated Procedure without prior publication to enter into a contract with Leeds Centre for Integrated Living (LCIL) for 12 months with an addition extension period of up to 12 months, to the maximum value of £1,004,817 (502,417 per annum) for the provision of a Payroll and Managed Bank Account Service from the 1st September 2022.

 

The request to utilise PCR 2015 Reg 32(b) (ii) negotiated procedure without prior publication to award a contract to LCIL is to enable Adults and Health to re procure the previous unsuccessful tender; to embed the newly transferred in house LCC service – ( Leeds Direct Payment and PA Support Hub) into Adults and Health and to enable the wider review on Direct Payments in the city to take place.

 

The contract award will continue the provision of a Payroll/MBA service to Adults and Health and Children and Families and the contract value will be met through existing Adults and Health and Children Services budgets.

In the absence of the Director of Children & Families, the Chief Officer, Resources & Strategy agreed to:

a) Approve authority to spend and incur expenditure of £8,500,000 from capital scheme number 33178/AHS/000 to deliver the construction works required for the school expansion, noting that this figure includes the tender sum in addition to all ancillary costs, for example consultancy fees, surveys, furniture & equipment, ICT provision, client held contingency etc.

b) Authorise acceptance of the tender submitted by the Leeds Local Education Partnership, via Henry Boot Plc, in the sum of £7,782,424.88 for the construction works required.

c) Sanction the requirement to enter into a contractual agreement with Leeds D&B One Ltd. to deliver the works. This will take the form of a JCT contract between the Council and Leeds D&B One Ltd. for the sum of £8,180,797.88. This is inclusive of all contract design and development fees, including the previously approved sums of £350K, £1.2m, and £996K necessary to undertake design development and early works packages.

d) Note that the full programme of works, including early works packages, will be completed during the period April 2022 to September 2023.

e) Note that the officer responsible for implementation is the Head of Service, Learning Systems in Children & Families Directorate.

06/09/2022 - Leeds Community Healthcare NHS Trust - Community Infection Prevention and Control Cooperation Agreement Variation ref: 55586    Recommendations Approved

Brief Description

In 2018 Leeds City Council and Leeds Community Healthcare NHS Trust entered a cooperation agreement to provide specialist infection control services across LCH and the wider community of Leeds. This includes proactive infection control services such as training and reactive management of outbreaks including new and emerging infections.

 

Approval is being sought to implement a permanent variation to the existing co-operation agreement held with Leeds Community Healthcare NHS Trust - Community Infection Prevention and Control service. This is in order to secure robust infection prevention and control services, maintaining existing capacity and capability achieved through Covid outbreak management funding which has now ceased. As a result of the learning from the pandemic, the ongoing impact of Covid, the challenges of monkey pox, seasonal influenza and other infections the priority must remain to protect the most vulnerable and ensure health inequalities are addressed.

The value of the existing co-operation agreement is £529,200 per annum, the additional recurrent variation from April 2023 will be £416,000 per annum

 

Total budget/agreement from April 2023 will be £945,200 per annum which will be funded from the Public Health ring-fenced grant.

Partnership working

The variation of the co-operation agreement will enable Leeds Community Healthcare to continue to contribute to the ongoing Leeds system wide management approach to outbreak control led by Leeds City Council. The variation will also enable proactive infection prevention interventions across the population of Leeds thus reducing the burden of infections/outbreaks.

This is split into £511,842.17 capital and £949,147.30 revenue.

Note the revenue charges of £949,147.30 relate to ongoing rental costs for hire of the temporary classrooms.

Note the academy will be responsible for paying the contractor direct as it is a school led project. On receipt of invoices from White Rose Academies, LCC will reimburse the school in line with the terms set out in the grant agreement. Any costs over and above the agreed amount will need to be funded by the academy.
