The Chief Officer of Property and Contracts agreed in principle to approve the surrender of the ground lease on 101 Lincoln Green Road and the re-grant of a new lease, subject to Planning and Highways approvals.

The Whinmoor Public House is closed and has been subject to anti-social behaviour. It is held by way of a long leasehold interest. The Chief Property and Projects Officer has approves :
(a) The terms provisionally agreed for the acquisition by the Council of the leasehold interest and : (b) That the cost of the acquisition and demolition be met from the Council’s Housing Revenue Account. (c) That the site of the public house be declared surplus to Council requirement subject to further consideration of the options for delivering affordable housing.

The Chief Officer Property and Contracts agreed to the procurement of a service provider to supply and maintain fire fighting equipment (hardware; dry/wet risers and automatic sprinklers systems) within the social housing stock of Housing Leeds

The Chief Planning Officer has:
• authorised the designation of Adel Neighbourhood Forum pursuant to Section 61F of the Town and Country Planning Act 1990.

The Chief Officer (Resources and Strategy) approved the Council entering into the refreshed WTY Leeds Hosting Agreement on the terms set out in the delegated decision report.

The post-holder has approved the Sub-Delegation Scheme attached at Appendix 1 to the attached report.
The fact that a function has been delegated to an officer does not require that officer to give the matter his/her personal attention and that officer may arrange for such delegation to be exercised by an officer of suitable experience and seniority.

The Chief Officer of Children's Social Work approved the waiver of the following Contracts Procedure Rule(s):
Contracts Procedure Rules No. 8.1 and 8.2 - Intermediate value procurements and award contracts to Insitute of Education and the University of York in the sum of £25,000. The contract shall commence on the 27th March 2014 and expire on the 31st March 2015 (with the option to extend for a period of 12 months, for a further £25,000, such option not to be taken up more than twice).

The Chief Asset Management and Regeneration Officer has given approval to acquire the site of 4 Bawn Vale Farnley Leeds LS12 by negotiation, at auction or by using CPO powers .

The Chief Asset Management and Regeneration Officer has approved the terms for the acquisition of the house at 7 Manor Farm Green.

The Chief Asset Management and Regeneration Officer has given approval to declare land to the rear of 20-26 Queen Square, Leeds, surplus to the Council’s requirements and to approve terms, as outlined in the confidential appendix of this report, for its sale on a one to one basis to the adjoining owner.

The Chief Asset Management and Regeneration Officer has confirmed that the subject sites are surplus to the requirements of the Council and approves the invitation of offers for their sale on the open market for housing development, with any offers received being reported back for consideration.

The Chief Asset Management and Regeneration Officer has approved the terms for the acquisition of the house at 12 Broom Mount.

The City Solicitor approved the updated Parish and Town Council Charter, following the annual review.

Approval to waive Contract Procedure Rules 8.1 and 8.2 and enter into contract with Mandant Solutions Limited for the provision of SAP DBA support for the ESS/MSS project.

To seek approval from the Director of Public Health to award a contract to Black Health Agency for Lot 1 (Black African communities) of the HIV prevention and community testing service.

To seek approval from the Director of Public Health to award Yorkshire MESMAC a contract for Lot 2 (Men that have Sex with Men) of the HIV prevention and community testing service.

The Chief Officer (Highways and Transportation):

i) noted the contents of this report;

ii) gave authority to advertise a series of Speed Limit Orders for the provision of a number of 20mph zones as shown on drawings TM-00-CSH-HB-01 to 04, any unresolved objections will be reported to Highways and Transportation Board;

iii) gave authority to advertise a notice under the provisions of Section 90C of the Highways Act 1980 notifying of the proposed traffic calming features as per the detailed design, any unresolved objections will be reported to Highways and Transportation Board;

iv) gave authority to advertise a Traffic Regulation Order to introduce no stopping restrictions as per detailed design, any unresolved objections will be reported to Highways and Transportation Board;

v) Instructed the City Solicitor to:

a) advertise the draft Traffic Regulation Order and Speed Limit Order as per the detailed design, any unresolved objections will be reported to Highways and Transportation Board; and

b) advertise all scheme related notices under the provisions of Section 90C of the Highways Act 1980 notifying of the proposed traffic calming features as per the detailed design, any unresolved objections will be reported to Highways and Transportation Board.

The Chief Officer Communities approves the rental support grant of £20,061.21 for 39 weeks of lettings at Ebor Gardens Community Centre for Ebor Gardens Primary School until 31st March 2015.

The Chief Officer Communities approves a grant to the Friends of Drighlington Community Library to the value of £1,860 and waives the notional £5,000 rental income. This grant is to cover the service charges for a 12 month period from 1st April 2014. This grant is approved on the condition that the Friends of Drighlington Library
sign the lease that has been drawn up. This support will be reviewed in 12 months to determine whether the arrangement should continue and to agree future conditions of use.

The Chief Officer Communities approves a rental support programme for
leased-out community centres for 2014/15 of up to a total of £179,017 as set out in the associated report, on the condition that agreed and signed leases are in place for all organisations concerned.

The Director of Children's Services is requested to approve the waiver and invocation of the Contract Procedure Rules as detailed in Appendix 1 of this report to enter into contracts with the organisations as detailed within Appendix 2 attached to the report.

The Chief Officer Property and Contracts (Housing Leeds) in consultation with the Chief Procurement Officer approved a waiver of CPR 9.1 and agreed to a twelve months extension of LCC 12000 Construction Services Managed Stores arrangement from 1st February 2014 to 31st March 2015

The Chief Officer Waste Management has agreed the reviewed prices charged for the disposal of general and recyclable waste at the City’s transfer stations

The Chief Officer of Highways and Transportation:
i) noted the contents of this report; and

ii) approved the waiver of Contract Procurement Rule No 8.1 and 8.2 – Intermediate value procurements to allow Leeds City Council to appoint Cycle Hoop to supply 16 no. Car Bike Ports without request for quotes to competitors, and approve the supply of these at a cost of £64,974.

The Chief Officer of Highways and Transportation:
i) noted the contents of this report;
ii) approved the supply of 16 Car Bike Ports at a cost of £64,974
iii) approved installation and supply of Sheffield Stands and installation of Car Bike Ports, by Leeds City Council’s own Highways Maintenance Team, at the locations shown on drawings CC-716969-CCCP-01, 02 and 03 included in Appendix A and in Appendix C at cost of £36,560; and
iv) gave authority to incur total expenditure of £106,534, comprising £101,534 works costs ( as detailed above ), and £5,000 internal staff fee costs, fully funded from the LTP Transport Policy Capital Programme.

The Director of Adult Social Services, approved the extension of the Contract to RR Consultancy for an additional two years to 31st March 2016, as permitted within the current Contract.

The Chief Officer, Access and Care, approved the contents of a report regarding a care plan in respect of a person with complex care needs, the individual cost of which is up to £154,960 per annum. It is considered in the public interest that information contained in the report is exempt from publication as it relates to a vulnerable citizen of the City and the actions being taken to enable that person to live independently in a safe environment.

The Chief Officer, Strategy, Performance and Commissioning agreed to:
* note the negotiations held with solicitirs acting on behalf of the school, DfE and the Academy Trust; and
* give authority for the Commercial Transfer Agreement to be executed and completed to enable the Academy to open 1st April 2014.

The Director of Environment and Housing agreed to allocate £160k from the housing revenue account to address tree issues affecting health, wellbeing and quality of life.
To adopt the approach set out in paragraphs 3.8 and 3.9 as the basis of allocating spend against this allocation.

The Chief Officer of Property & investment agreed the Option to compulsory purchase land at 4 Bawn Vale, Leeds 12 under Section 17 of the Housing Act 1985. Completion of the demolition of 4 Bawn Vale, Leeds 12 and refurbishment of 3 Bawn Vale, Leeds 12. The other option which was to demolish both properties was not favoured due to the costs and reservations from Ward Members and local residents.

The Chief Officer (Highways and Transportation) approved the extension of the Highways and Transportation Partnership contract from 31st March 2014 to 30th June 2014.
