The council’s current contracts for the supply of personal protective equipment (PPE), workwear and uniforms are due to expire on 10th April 2024. Approval will therefore be sought to procure new contracts for the supply of these goods beyond the above date. It is anticipated that the procurement will be in two lots, one for PPE and one for workwear and uniforms.
The current contracts provide essential PPE and workwear for LCC employees, having numerous companies on contract ensures availability of products of the required quality at competitive prices.
There is a statutory requirement for the Council to provide PPE to its employees under the Health and Safety at Work Act 1974.
Currently three providers of PPE and workwear are being used, these are Direct Corporate Clothing Plc, Arco Ltd and Arden Winch & Co Ltd.

The DPS will run from April 2024 until March 2036 and will be set up using the process outlined in this report.
The Chief Officer for Environmental Services approves the acceptance onto the DPS of all suppliers who successfully pass the Standard Selection Questionnaire (SQ) and the subsequent award of contracts to those suppliers who are successful in the first further competition exercise according to the process outlined in this report and the evaluation criteria specified. i) Given authority to request the City Solicitor to draft and advertise a Notice under the provisions of Section 90C of the Highways Act 1980 for the implementation of traffic calming to complement some of the pedestrian crossings in the proposed 20mph speed limits.

The Homelessness Prevention Grant is an annual grant given by the Government to all Local Authorities to run their homelessness services. The distribution of the grant to Local Authorities reflects relative homelessness pressures. The allocation for Leeds in 2023/24 is £2,528,524 and in 2024/25 is £2,660,341. The use of the grant is ringfenced to prevention and relief of homelessness. The Department of Levelling Up, Housing and Communities has also announced funding to help local authorities support Ukrainian guests as they move into their second year, and to reduce the risk of homelessness. The funding is allocated in the form of a top-up to the existing Homelessness Prevention Grant, and the same conditions apply to the top up. Leeds has been allocated £873,958.

An academic evaluation will be commissioned as part of the pilot to deliver an independent assessment of the pilot and recommendations for future rollout. |

We want to reduce the number of providers we currently contract care from (currently 30) so there may be some impact of providers as well as change of providers for some customers. Ward Members in the pilot area have been briefed on the plans. |
Financial and procurement implications |
This is a new procurement for part of the home care commissioning budget. The total budget for home care is £39m and the pilot covers £3.76m of its expenditure. The procurement will replace the existing home care contracts in the pilot area with a new Community Health and Wellbeing Service. There is a financial implication as the hourly rate for the CHWS contract is higher than the current home care contract rate. The aim of the pilot is to break even through better management of home care demand through early reviews and reablement, right-sizing packages and a revised contracting payment model. Funding to cover any overspend during the pilot term is available as a contingency from ringfenced health and social care service transformation funding. The academic evaluator will be selected following an open tender process with a budget of up to £60,000. |
