who can provide Children’s Centre Nursery Business Management
Software as an “off the shelf” solution, and invited
four suppliers to demonstrate their proposed solution. Three
suppliers accepted the invitation.
Each supplier demonstrated their solution to members of the
Children’s & Families Service and also submitted written
responses in relation to the Council’s functional and
technical requirements.
After completing a thorough review of each of the solutions, it was
determined that the proposed Children’s Centre Nursery
Business Management Software Solution from Connect Childcare Group
Limited most closely met the Council’s requirements and
offered best value for money.
The award of a contract to Connect Childcare Group Limited for the
provision of a Children’s Centre Nursery Business Management
Software Solution, for a period of three (3) years, from 10/06/2021
to 09/06/2024 is essential to support the Little Owls Nursery
business in the delivery of high quality childcare services across
the city.

The leader has approved his executive
arrangements to take effect imediately following the Annual Meeting
of Council which is to take place on the 20th May 2021 as set out
in the following documents.
At the Annual Meeting of Council, which is to take place on 20th
May 2021, the leader is required to present details of:
?the names and wards of the Executive Members;
?the names of Deputy Executive Members and Support Executive
Members;
?the extent of authority of the Executive Board;
?the extent of any authority delegated to individual Executive
Members;
?the terms of reference and constitution of such executive
committees as the Leader appoints and the names of Executive
Members appointed to them;
?the nature and extent of any delegation of executive functions to
Community Committees, the Health and Wellbeing Board, any other
authority or any joint arrangements and the names of those
Executive Members appointed to any joint committee for the coming
year; and
?the nature and extent of any delegation to officers.
This report sets out details of the the leaders executive
arrangements contained within Part 3, Section 3 of the
Council’s Constitution that will come into effect following
the Annual meeting of Council and outlined in the attached
documents below:
Section 3A: Responsibility for Executive Functions
Sets out the name and ward details of the Leader, his deputies, and
the Executive Members appointed by him.
Section 3B(a-c): Executive members Portfolios
Set out the details of the eight executive portfolios and details
of responsibility in relation to the executive functions of
Directors.
Also details those Members appointed by the Leader as Deputy
Executive Members and Support Executive Members.
Section 3D(a-b): Community Committee Executive Delegation Scheme
and Community Committee Champions
Set out executive delegations to Community Committees and details
of the appointment, roles and responsibilities of Community
Committee Champions.
Section 3C(a-d): Executive and Advisory Committees’ Terms of
Reference
Set out the Terms of Reference for Executive Committees, and the
executive functions of Community Committees and Advisory Committees
which are appointed by Full Council.
Section 3E(a-l): Officer Delegation Scheme (Executive
Functions)
Set out the Leader’s delegations to Directors in relation to
Executive functions. All delegations are subject to saving that
where the Leader or the relevant portfolio holder has directed or
the Director considers it necessary the matter shall be referred to
Executive Board for consideration. Director’s functions may
in turn be sub-delegated through those Directors’
sub-delegation schemes to officers of suitable experience and
seniority subject to the same saving provision.

To award a contract to Flexiform Business Furniture Limited (Flexiform) under the Council’s existing Supply And Delivery Of Office Furniture And Related Design And Installation Services Framework Agreement. Flexiform are the sole provider under the Framework. The specification will also be varied at the point of call-off, as there is a need for additional items in order to fulfil the Council’s commitment to providing accessible furniture for all staff.

The Director of Resources approved the award of a call-off contract to Flexiform Business Furniture Limited (Flexiform) under the council’s framework agreement for the supply and delivery of office furniture and related design and installation services and to vary the specification to include additional items of furniture. The value of the new call-off contract is anticipated to be in the region of £1m (including the extension period). The contract will commence on 14th June 2021 and expire on 13th June 2022. There will be one 6 month extension option.
The Head of Facilities Management will be responsible for implementing the decision as soon as call-in has expired.

a) Accept the Leeds AEB funding and associated terms and conditions for the academic year 2021/22 from WYCA to support learners in the devolved area;
b) Accept the Leeds AEB funding and associated terms and conditions for the academic year 2021/22 from ESFA to support learners accessing provision from outside the region;
c) Authorise a mini competition through the Employment & Skills Dynamic Purchasing System (DPS) to subcontract delivery partners.

The Chief Officer, Highways & Transportation:
i) Noted the contents and recommendations of this report including the continued application of the innovative approach to road casualties looking beyond the traditional ‘sites’ and ‘lengths’ processes;
ii) Noted the work undertaken over the 2021/22 financial year with respect to the previously approved casualty reduction programme;
iii) Reviewed and approved the prioritised list of targeted KSI casualty reduction programme and give authority to commence the detailed design, consultation and implementation of the schemes described in Appendix A to this report;
iv) Gave authority to incur expenditure of £678,000 to deliver 7 schemes identified in this year’s KSI reduction programmes as detailed in Appendix A and the feasibility, initial design and costings of 13 schemes for the 2022/23 KSI works programme;
v) Gave authority to request the City Solicitor to advertise any Traffic Regulation Orders (Movement Order, Waiting Restriction Order or Experimental Order) as required to address/ resolve the problems identified for each scheme as detailed in Appendix A, and if no valid objections are received, to make, seal and implement the Orders as advertised;
vi) Gave authority to request the City Solicitor to draft and advertise a Notice under the section 90C of the Highways Act 1980 for the implementation of traffic calming features (speed tables and speed cushions) as detailed in Appendix A; and
vii) Agreed to receive such other and further reports as may be required to address any objections received to advertised notices or other matters arising from the detailed scheme proposals.

The Chief Officer (Highways and Transportation):
i) Noted the contents of this report and the procedures carried out in respect of conducting the annual pedestrian crossing review;
ii) Reviewed and approved the recommendations of the Annual Pedestrian Crossing Review as the basis for the 2021/2022 programme for introducing new formal and informal pedestrian crossings and upgrades to existing infrastructure; and gave authority to commence the detailed design, consultation and implementation of the schemes described in Section 3 of the report and Appendix 2;
iii) Gave authority to incur expenditure of £300,000 inclusive of all works costs, staff fees and legal costs, which will be funded from the Local Transport Plan Transport Policy Capital Programme. Note also that £15,000 additional funding will be provided by the Hunslet & Riverside Ward Members Wellbeing Fund;
iv) Gave authority to transfer and incur expenditure of £100,000 for the provision of a new signalised crossing facility on A660 Headingley Lane, associated with planning application 19/04884/FU and the relevant Section 106 Agreement;
v) Gave authority to display notices on site under the provisions of Section 23 of the Road Traffic Regulation Act 1984 in order to inform the public of the proposed formal pedestrian crossings;
vi) Gave authority to request the City Solicitor to draft and advertise a Notice under the provisions of Section 90C of the Highways Act 1980 for the implementation of traffic calming to complement some of the proposed pedestrian crossings;
vii) Gave authority to request the City Solicitor to draft, advertise and implement, subject to no valid objections being received, a Traffic Regulation Order, Movement Order or Speed Limit Order, where required, to support the proposed pedestrian crossings; and
viii) Agreed to receive such other further reports as may be needed to address any objections received to advertised Notices or other matters arising from the detailed scheme proposals.
