The current contract with Touchstone is due to expire on 31st March 2024. A variation in respect of this injection will be made for 12 months (1st April 2023 to 31st March 2024) in accordance with Contract Procedure Rule 21.7 and under the Public Contracts Regulations 2015 via Regulation 72 (1) (b) Modification of contracts during their terms. Leeds City Council will receive
£7,098,648.16 from the Department for Work and Pensions
Household Support Fund (HSF) to support vulnerable residents with
the costs of food, fuel and essential items until the end of March
2023.
Authorities are asked to prioritise supporting households with the
cost of energy; however, the fund can also be used to provide
support with food, essentials linked to energy and water, wider
essentials, and housing costs in exceptional cases of genuine
emergency.
The enclosed report outlines the proposal for distributing the HSF
across the city to support vulnerable households. These proposals
aim to ensure residents most in need receive support directly and
quickly.
The Chief Officer Community Hubs, Welfare and Business
Support:
a) Accepted the allocation of £7,098,648.16 HSF from the
Department for Work and Pensions (DWP), to be used between 1st
October 2022 and the end of March 2023.
b) Accepted the proposed levels of expenditure as outlined in the
enclosed report to ensure that the funding meets the grant criteria
to support vulnerable pensioners, families and individuals.
c) Agreed that the amounts per expenditure type may be varied to

b) Recognised that there is currently no national legislation which specifically governs the operation of robotic Personal Delivery Devices (PDDs) within the UK. In particular, the legal position on the use of PDDs on the public footpath is unclear.
c) Accepted that PDDs will share the residential footpaths with pedestrians and that the necessary amount of consultation and engagement with key accessibility / disability groups has taken place. Accordingly, routes and operations during the trial can be amended in real-time if required to respond to local feedback.

The Director of Resources approved an authority to procure a corporate contract for the supply and delivery of office furniture and related design and installation services, effective from 3rd January 2023 for a 4 year period with an opportunity to extend for a further year with an estimated value of £600k per annum. The contract will be procured through competition using the YPO 1074 Framework (Office Furniture Solutions). If the extension option was exercised the total estimated value of the contract is £3 million.

Brief Description |
As part of the Social Care Funding Reforms, DHSC is making available the Market Sustainability and Fair Cost of Care Fund over a 3-year period. The fund is aimed at supporting the financial sustainability of older persons’ care homes and domiciliary care (home care) providers, as informed by the outcome of two cost of care exercises currently being undertaken with those providers. |

Financial and procurement implications |
The first tranche of the Market Sustainability and Fair Cost of Care Fund is anticipated to be received in October 2022 and amounts to £2.235m for Leeds. A minimum of 75% of the fund expected to be allocated to the independent sector providers. |
Partnership working |
The A&H Directorate has engaged ARCC and C. Co to work with and support the providers in their cost of care submissions. Leeds Care Association has also been an active partner in this programme. |

The Director of Adults and Health has approved the proposal to distribute £1.676m of the Market Sustainability and Fair Cost of Care Fund for 2022/23 to 65+ residential dementia, nursing, and nursing dementia care homes in Leeds, backdated to April 2022.
