Network Rail has committed to enter into a Funding Agreement with the Council to contribute to programme management office (PMO) costs for the delivery of the Leeds Integrated Station Masterplan (LISM) and management of the partnership governance.

Leeds City Council has submitted a bid to the Department of Levelling Up, Housing and Communities (DLUHC) for Rough Sleeping Initiative funding for three years from 2022-25. The outcome is expected in the next month. If the bid is successful, a key decision will be required to allocate the grant for the purposes outlined in the bid, in a timely way.

Under Section 31 of the Local Government Act 2003, the Secretary of State for Department of Levelling Up, Housing and Communities (DLUHC) has awarded a grant of £1,851,227 to Leeds City Council. The grant period is 1st April 2022 to 31st March 2023.

An Approved Provider List is implemented for Working Age Adults which will cover: § Nursing and Residential Care § Supported living/housing § Domiciliary and Outreach support § Day Opportunities Currently the Working Age Adult Accommodation-based Services including nursing, residential and supported living services have an overarching contract in place which provides market oversight and contract management relationships. By issuing the overarching contract bundle to currently used SPOT providers, it ensures continued service and minimum disruption to service users, ensuring that providers currently chosen to be used by individuals are under contract and have clear standards and expectations in place. However, for these providers to be added to the APL and be appointed any new business, they will need to pass an application process and due diligence, providing greater oversight. The approval to implement an Approved Provider List (APL) for Working Age Adults Care & Support Services including accommodation-based services, domiciliary support, outreach and day opportunities; will provide professionals and the citizens of Leeds, clear information on the services available to meet needs, with assurances that there is a contract in place, due diligence has been completed and there is contract management relationship with the provider. It will continue to encourage and support people who use services to have choice and control over how to meet their needs and promote a diverse market in Leeds, meeting our Care Act 2014 responsibilities. |

Although there is no additional spend, it will mean that current SPOT contracts for domiciliary, outreach and day opportunities would be on-contract spend going forward. For Day Opportunities, this is approximately £3 million per year. For WAA domiciliary and outreach support, this is approximately £9.5 million per year. The APL will allow value for money work to be completed with all providers that are approved for the list during due diligence and before the commencement of services, allowing greater oversight and negotiation by the Commissioning Team. There will not be an additional cost of this procurement / APL. The Providers that will be added to the APL and services commissioned now and, in the future, would have been commissioned via Care Management Teams to meet individuals' eligible needs. This is a mechanism to provide clearer contract management oversight, market overview and greater choice and control to individuals who use services of what is available to them.

Aspire spun out from the council in 2015. A recent decision has been made to move from the current block contract to Individualisation and implement Individualised Service Agreements (ISA’s) for those individuals who wish to continue to be supported by Aspire. This means that Aspire will be issued the overarching Contract Bundle covering the three services they deliver; supported living / residential respite / day opportunities, and Individual Service Agreements will be issued when an individual package is commissioned, allowing continuation of service and promoting service user choice and control. Aspire have a two-tier workforce with ex-LCC staff and those that have been employed directly by Aspire since the spin out from the Council. The decision required is for LCC to continue to fund the difference in cost between the two-tier workforce. The cost difference relates to enhanced staff pay and enhanced WYPF Pension contributions for the ex-LCC staff who continue to work for Aspire.

Accepteddrug and alcohol treatment grant monies from the Office for Health Improvement and Disparities (OHID) (£2,596,729 for 2022/23 for the Supplemental Substance Misuse Treatment and Recovery Grant, a maximum of £650,000 for the Rough Sleeping Drug and Alcohol Treatment Grant, the sub-region grant allocation of £354,805 per annum with the Leeds allocation of £195,061 for the Inpatient Detoxification Grant) and the Dependency and Recovery funding from the Probation Service (a maximum of £234,821 for 2022/23).
Approvedthe creation of new coordination and commissioning posts within Public Health and the Adults & Health Integrated Commissioning Team at a cost of £269,250 for 2022/23, and agree that future costs will be included in the funding proposals to OHID for 2023/24 and 2024/25.
Approved the retrospective allocation of £3,255,596 (see table point 19below) as a contract variation (payable in instalments) to the Community Drug and Alcohol Prevention, Treatment and Recovery Service (DN210921) (Forward Leeds) provided by Humankind for: additional harm reduction, treatment, wellbeing and recovery support; the drug and alcohol street-based lifestyle team; the management and administration of the inpatient detoxification grant and the enhanced criminal justice team from 1 April 2022 to 31 March 2023.
Approved the retrospective allocation of £75,000 to be used for drug and alcohol treatment and prescription costs incurred by Leeds City Council from 1 April to 31 March 2023
Approved the allocation of £80,962 as a contract variation (payable in instalments) to the IOM Support Service (DN387103) provided by Change Grow Live Services Ltd for additional support within criminal justice settings from 1 July 2022 to 31 March 2023.
Approved the allocation of £155,610 as a contract variation (payment in instalments) to the Residential Alcohol Detoxification and Rehabilitation Service (DN410850) provided by St Anne’s Community Services for additional residential detoxification and / or rehabilitation provision from 1 July 2022 to 31 March 2023.
