On the 18th March 2021, the existing Development Services Agreement (DSA) for the Leeds Existing Station Programme (LESP) was varied and authority was given for the Council to enter into a funding agreement with Network Rail to enable Network Rail to contribute to the Leeds Integrated Station Masterplan Partnership programme of work. 

 

Network Rail has committed to enter into a Funding Agreement with the Council to contribute to programme management office (PMO) costs for the delivery of the Leeds Integrated Station Masterplan (LISM) and management of the partnership governance.

 

This report is seeking authority to inject the Network Rail contribution of £556,380 into the capital programme for allocation to the Station Development programme and authority to spend for the delivery of the Station Development programme of work.

 

Spend includes a range of advisor and consultant services which support the delivery of LISM and associated rail programmes.

21/06/2022 - Rough Sleeping Initiative (2022-25) - grant from Department for Levelling Up Housing and Communities (DLUCH) ref: 55357    Recommendations Approved

Leeds City Council has submitted a bid to the Department of Levelling Up, Housing and Communities (DLUHC) for Rough Sleeping Initiative funding for three years from 2022-25. The outcome is expected in the next month. If the bid is successful, a key decision will be required to allocate the grant for the purposes outlined in the bid, in a timely way.

The grant will cover revenue expenditure for a variety of interventions which will assist the city to deliver its ambitions to reduce the numbers of people who are rough sleeping and to deliver positive outcomes.

15/06/2022 - New Burdens Funding for Statutory Domestic Abuse Duty (2022-23) - Department of Levelling Up, Housing and Communities (DLUHC) ref: 55347    For Determination

Under Section 31 of the Local Government Act 2003, the Secretary of State for Department of Levelling Up, Housing and Communities (DLUHC) has awarded a grant of £1,851,227 to Leeds City Council. The grant period is 1st April 2022 to 31st March 2023.

The grant covers revenue expenditure relating to the functions set out in the statutory duty (within the Domestic Abuse Bill) on Tier 1 Local Authorities, relating to the provision of support to victims of domestic abuse and their children residing within safe accommodation and to the development of a multi-agency Local Partnership Board (LPB) to support LAs in performing certain specified functions.

·  award funding to a number of organisations to enhance the support to victims-survivors of domestic abuse living in safe accommodation

Brief Description

The decision required is two-fold and requests that:

1.  The overarching contract bundle is issued to Working Age Adult non-accommodation services that are SPOT purchased – domiciliary, outreach and day opportunities

Currently the Working Age Adult Accommodation-based Services including nursing, residential and supported living services have an overarching contract in place which provides market oversight and contract management relationships.

By issuing the overarching contract bundle to currently used SPOT providers, it ensures continued service and minimum disruption to service users, ensuring that providers currently chosen to be used by individuals are under contract and have clear standards and expectations in place. However, for these providers to be added to the APL and be appointed any new business, they will need to pass an application process and due diligence, providing greater oversight.

The approval to implement an Approved Provider List (APL) for Working Age Adults Care & Support Services including accommodation-based services, domiciliary support, outreach and day opportunities; will provide professionals and the citizens of Leeds, clear information on the services available to meet needs, with assurances that there is a contract in place, due diligence has been completed and there is contract management relationship with the provider. It will continue to encourage and support people who use services to have choice and control over how to meet their needs and promote a diverse market in Leeds, meeting our Care Act 2014 responsibilities.

Financial and procurement implications

Although there is no additional spend, it will mean that current SPOT contracts for domiciliary, outreach and day opportunities would be on-contract spend going forward.

For Day Opportunities, this is approximately £3 million per year.

For WAA domiciliary and outreach support, this is approximately £9.5 million per year.

The APL will allow value for money work to be completed with all providers that are approved for the list during due diligence and before the commencement of services, allowing greater oversight and negotiation by the Commissioning Team. 

There will not be an additional cost of this procurement / APL. The Providers that will be added to the APL and services commissioned now and, in the future, would have been commissioned via Care Management Teams to meet individuals' eligible needs. This is a mechanism to provide clearer contract management oversight, market overview and greater choice and control to individuals who use services of what is available to them.

06/06/2022 - Report seeking approval to continue to fund the enhanced staff pay for ex-LCC staff who now work for Aspire Community Benefit Society (Aspire) ref: 55313    For Determination

Brief Description

Aspire spun out from the council in 2015. A recent decision has been made to move from the current block contract to Individualisation and implement Individualised Service Agreements (ISA’s) for those individuals who wish to continue to be supported by Aspire. This means that Aspire will be issued the overarching Contract Bundle covering the three services they deliver; supported living / residential respite / day opportunities, and Individual Service Agreements will be issued when an individual package is commissioned, allowing continuation of service and promoting service user choice and control.

Aspire have a two-tier workforce with ex-LCC staff and those that have been employed directly by Aspire since the spin out from the Council.

The decision required is for LCC to continue to fund the difference in cost between the two-tier workforce. The cost difference relates to enhanced staff pay and enhanced WYPF Pension contributions for the ex-LCC staff who continue to work for Aspire.

The annual cost of the difference in enhanced staff pay and Pension for ex-LCC staff at Aspire is indicatively £2.9m.

Brief Description

Leeds City Council intends to accept additional funding from a number of sources including (but not limited to) The Probation Service, Office for Health Improvement and Disparities and Department for Levelling Up, Housing and Communities to invest in additional drug prevention, treatment and recovery provision within the city.

Leeds City Council intends to distribute this funding via the most suitable route for the delivery of drug and alcohol treatment and Integrated Offender Management (IOM) support services within the city.

Approvedthe creation of new coordination and commissioning posts within Public Health and the Adults & Health Integrated Commissioning Team at a cost of £269,250 for 2022/23, and agree that future costs will be included in the funding proposals to OHID for 2023/24 and 2024/25.

 

Approved the retrospective allocation of £3,255,596 (see table point 19below) as a contract variation (payable in instalments) to the Community Drug and Alcohol Prevention, Treatment and Recovery Service (DN210921) (Forward Leeds) provided by Humankind for: additional harm reduction, treatment, wellbeing and recovery support; the drug and alcohol street-based lifestyle team; the management and administration of the inpatient detoxification grant and the enhanced criminal justice team from 1 April 2022 to 31 March 2023.

 

Approved the retrospective allocation of £75,000 to be used for drug and alcohol treatment and prescription costs incurred by Leeds City Council from 1 April to 31 March 2023

 

Approved the allocation of £80,962 as a contract variation (payable in instalments) to the IOM Support Service (DN387103) provided by Change Grow Live Services Ltd for additional support within criminal justice settings from 1 July 2022 to 31 March 2023.

 

Approved the allocation of £155,610 as a contract variation (payment in instalments) to the Residential Alcohol Detoxification and Rehabilitation Service (DN410850) provided by St Anne’s Community Services for additional residential detoxification and / or rehabilitation provision from 1 July 2022 to 31 March 2023.
