The decision is to undertake a call-off from the councils’ Re-Roofing and Associated Works framework, set up in April 2021, in order to carry out a price only competitive exercise to select and subsequently appoint two contractors to undertake such works, predominantly in 2023/4.

The estimated value of the works to be delivered externally is approximately £3m (£1.5m for each contractor).

The Re-Roofing framework contains four contractors. These contractors are used for works that are not able to be delivered in house.  All four contractors will be invited to tender in competition on a price only basis with the two lowest priced tenderers being appointed contracts for 2023-24. The planned spend will be split evenly between the two successful contractors.

The Director of Children and Families gave approval to renew the Cooperation Agreement with Leeds Community Healthcare Trust (LCHT) under Regulation 12(7) of the Public Contracts Regulations 2015 for a further 2-year and 10-month period from 1st June 2023 to 31st March 2026.

 

The Cooperation Agreement is specifically for the provision of clinical psychology and speech and language therapy to the Therapeutic Social Work Team (TSWT).  The staff to be provided are 1 x FTE Band 8a Clinical Psychologist, 1 x FTE Band 7 Clinical Psychologist (12-months initially with a view to extend subject to funding) and 0.2 x FTE Speech and Language Therapist.

 

The total maximum value of the Cooperation Agreement is £561,343.  There is an increase from the current arrangement from 0.8 x FTE to 1 x FTE for the Band 7 Clinical Psychologist due to increased demand as well as difficulties recruiting to a part-time post at this level (graduate).  This increase has been funded through loss of a social work post to the TSWT.

b) Approve the injection of £400,000 of grant funding into the HRA Council House Growth capital programme to enable the scheme to deliver the programme.

c) Note that Director approval for the acceptance NSAP round 1, RSAP round 2 & RSAP R3 and necessary injection of £3,909,000 HRA funding was provided Dec 2020 and Dec 2021 for the delivery of 30 x 1 bed properties. Following assessment of spend to date a cashflow of £1,132,100 remains available to fund RSAP R5. Based on £145,000 per property x 8 (£50,000 from Homes England & £95,000 from the Council). £760,000 is the requirement / Council element (£95,000 x 8) which shall be funded from the previously approved and remaining budget.

d) Note that property addresses cannot be provided at time of drafting this report, therefore, approval is requested to process each individual property purchase as a Significant Operational Decision (using the same process as agreed on the Right of First Refusals purchases) under the Director of City Development’s scheme of delegation.
